관광단지 계획제도에 관한 연구 : 강원도 지역을 중심으로 = Research about Planning system of leisure complex : Focusing on Gangwondo Area

국문 초록 (Abstract)

본 연구는 시행 5년차를 맞이한 국토의계획및이용에관한법률상의 「제2종 지구단위계획」중 관광휴양형 지구단위계획에 대하여 시행상의 문제점이 지속적으로 지적됨에도 불구하고, 본격적인 연구가 미진함에 따라 관광으로 대표되는 강원도 지역을 연구의 대상으로 하여 제2종 지구단위계획과 관광단지 조성계획 수립현황을 조사·분석해 봄으로써 관광단지 계획제도에 관한 특성을 살펴보고 관광휴양형 제2종 지구단위계획의 문제점 및 개선방안을 모색하고자 하였다.
연구의 결과는 다음과 같다.
첫째, 도시화의 개념을 전제로 한 지구단위계획 기준을 비도시지역의 관광개발지구에 그대로 적용하고 있는 현 관광휴양형 제2종 지구단위계획수립지침은 관광개발의 현실과 조화되지 못하고 있다는 점이다.
이에 대한 개선방안으로는 제2종 관광휴양형 지구단위계획을 도시적 개념을 기준으로 하고 있는 제1·2종 지구단위계획과는 별도로 분리함으로서, 디자인적 계획개념을 기준으로 관광·휴양분야를 선도하고 활성화시키는 독립적인 「관광휴양형 지구단위계획」의 유형정립과 이에 따른 현실적인 계획지침의 제시가 필요한 것으로 나타났다.
둘째, 관광단지 계획제도에서 제2종 지구단위계획은 국토계획의 기본틀로서 제 역할을 하지 못하고 있다는 것이다.
관광진흥을 위한 행정 간소화 차원의 법령 개정에 따라 국토의계획및이용에관한법률상 제2종 지구단위계획 관련사항이 관광진흥법상의 조성계획 승인에 따른 의제사항으로 변화된 것이다.
이에 대한 개선방안으로는 기왕에 조성계획의 의제사항으로 지구단위계획 제도가 변형된 바, 마이크로 도시계획의 일환으로서 지구차원의 수준 높은 환경을 조성키 위해 탄생한 지구단위계획의 역할에 걸맞은 새로운 계획기법으로 자리매김이 필요한 것으로 나타났다. 이는 창조적이고 가변적인 관광개발 아이디어를 적극 반영하고 지원할 수 있도록 계획가나 개발자 그리고 행정가 모두에게 융통성과 자율성을 부여함으로써 규제에 의한 경직된 사고로의 판정기준이 아닌 선도적인 가이드라인(Guide Line)의 지침제시로 관광개발을 유도하고 지원할 수 있는 지구단위계획으로서의 역할 변신이 필요한 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

Despite continuous operation problems that are indicated in the District Unit Planning of the vacation and conventions markets within the 2nd District Unit Planning in the Act on Planning and Use of National Territory, in the past five years, a full-scale research has not been conducted. Therefore research and analysis was performed on the 2nd District Unit Planning and leisure complex building plans & current establishment conditions of the representative vacation region of Gangwondo. The purpose of this research is to find particular characteristics of the leisure complex’s planning system in order to develop a solution for 2nd District Unit Planning of vacation and convention market’s problems and recommend an improvement plan.
The results of the research are as follows.
First, the District Unit Planning’s concept is that of absolute urbanization and even in rural vacation development regions, this criterion is being implemented exactly in the same format. Therefore the 2nd District Unit Planning Design of the market and convention market does not match with the current reality of the vacation development.
To improve this, the urbanization concept should be the foundation of the 2nd District Unit Planning of the vacation and convention market should while the existing 1st and 2nd District Unit Planning should be separated. With the design planning concept as a basis, an independent District Unit Planning of the vacation and convention market should be formed in order to propel forward and instill vitality. Following this concrete logic, a Design Guideline based on reality should be formed.
Secondly, the 2nd District Unit Planning is unable to successfully play its role in the basic frame of the territory planning in the leisure complex planning organization.
In order to promote tourism, the administration was simplified according to the amended law. Therefore, related items of 2nd District Unit Planning of the Act of Planning and Use of National Territory, was changed into an agenda that followed the approval of tourism promotion law formation.
Since previous development plan’s agenda was changed to the District Unit Planning, which was formed to link the micro city plans with the creation of harmonious environment with nature, a new and better-suited role that is able to create new planning technique is required. New and variety of development ideas should be immediately acknowledgement supported by the planners and developers. Also, financing and control should be given to all administrators so rigid rules would not be the sole level judgment. The District Unit Planning’s role should be changed with a leading guideline that acts as a link and supports and propels the vacation development forward.
