본 논문은 대한민국과 일본의 보수 및 진보 성향을 대표하는 언론사가 기후변화와 인플레이션 감축법(IRA)을 어떻게 보도하는가를 토픽 모델링과 프레임 분석 기법을 사용하여 비교 분석을 실시하였다. 대한민국의 조선일보와 한겨레, 일본의 요미우리신문과 아사히신문의 기후변화 관련 기사 보도를 토픽 모델링으로 분석한 결과, 전반적으로 보수 성향 언론사는 기후변화를 다룰 때 경제적 요소를 빈번하게 다루는 경향이 보였지만, 진보 성향 언론사는 기후변화가 시민들의 삶과 생물다양성을 비롯한 생태계에 끼치는 영향을 중점적으로 다루었다. 그러나 일본의 경우 해를 거듭할수록 요미우리신문과 아사히신문 모두 토픽에서 거론되는 일부 키워드와 지면의 분포 비율이 상호 간에 중첩되기도 하였으며, 보수 성향과 진보 성향 언론 간의 간극이 좁아지는 결과를 보여주었다. 또한, 국가 차원에서 온실가스 감축 목표 달성을 비롯한 기후변화 대응 시에 추진해야 할 방향성으로 보수 성향 언론은 원전을, 진보 성향 언론은 재생에너지에 힘을 싣는 논조를 보여주었다.
기후변화 전반에 대한 보도에 이어서 IRA에 대한 양국 언론의 보도 패턴을 더욱 심층적으로 분석하기 위해 경제 손실, 기술 전환, 정치적 불균형, 기후위기 대응의 네 가지 프레임을 구성하여 분석을 실시하였다. 미국에서 IRA 법안이 발효된 당해 연도에는 정치적 불균형과 경제 손실에 치중되어 있었으나, 이듬해에는 기술 전환과 기후위기 대응에 대해서도 다루는 경향이 늘어났다. 그러나 미국 대통령 선거가 있었던 2024년에는 다시금 정치적 불균형 프레임에 해당하는 기사가 증가하는 결과를 나타냈으며, 진보 성향 언론사인 한겨레와 아사히신문만이 시민사회를 중심 행위자로 초점을 두어 보도하는 특징 또한 주목할 만한 요소로 분석할 수 있었다. 기후변화에 대한 대한민국과 일본의 언론 보도 프레이밍 결과는 양국 언론 체계의 구조적 차이로부터 기인함을 확인할 수 있었으며, 보다 효과적인 기후변화 커뮤니케이션을 위해서는 이러한 한계를 인지함과 동시에 시민사회를 비롯한 더욱 다양한 행위자들을 수용할 수 있도록 다가갈 방법을 모색해야 할 것이다.

This study comparatively analyzes how conservative and progressive media outlets in South Korea and Japan report on climate change and the Inflation Reduction Act (IRA) using topic modeling and framing analysis. By examining climate-related articles from South Korea's Chosun Ilbo (conservative) and Hankyoreh (progressive), as well as Japan's Yomiuri Shimbun (conservative) and Asahi Shimbun (progressive), the topic modeling revealed that conservative media outlets generally emphasized economic factors when covering climate change, whereas progressive outlets focused more on the impacts of climate change on citizens' lives and biodiversity. However, the analysis of Japanese media showed increasing overlap between Yomiuri Shimbun and Asahi Shimbun in both keywords and coverage proportions over the years, which indicates a narrowing gap between conservative and progressive reporting styles. Additionally, conservative media advocated for nuclear power, whereas progressive media supported renewable energy as the primary strategy to achieve national greenhouse gas reduction targets.
To delve deeper into how the IRA was reported, this study employed four distinct frames: economic loss, technological transition, political imbalance, and climate crisis response. Initially, during the year the IRA was enacted in the United States, media coverage predominantly focused on political imbalance and economic loss. In the subsequent year, however, there was an increase in articles addressing both technological transition and climate crisis response. Yet, coverage reverted to highlighting political imbalance in 2024, coinciding with the U.S. presidential election. Notably, only progressive outlets, namely Hankyoreh and Asahi Shimbun, consistently emphasized civil society as key tendencies in their reports. The framing differences in climate change reporting between South Korea and Japan were found to stem from structural distinctions within each country's media systems. To enhance effective climate change communication, it is essential to acknowledge these limitations and explore approaches that incorporate a broader array of stakeholders including civil society.
