지적측량성과 품질관리 개선에 관한 연구 = A study on the Quality Control and improvement of Cadastral Surveying Result

The current cadastral surveying accomplishments are measured by an engineer of corporations with qualification of conducting survey and for securing publicness, a system of inspection by a public servant of national institutions is carried out. Cadastral survey is being carried out through unified and mechanical cadastral surveying accomplishments for guaranteeing publicness of cadastral system and stability of legal relationship and for contributing to protection of property rights of the national people.
Since the quality of the current cadastral survey accomplishments does not satisfy needs of owners of land as well as demand people of cadastral surveys, the purpose of this study is to analyze quality status of cadastral survey accomplishments and to improve quality control of cadastral survey accomplishments by suggesting plans to improve quality. In this study, status of the current cadastral survey accomplishments is reviewed and based on the status, quality status of cadastral survey accomplishments is analyzed and improvement plans are suggested for improving quality of cadastral survey accomplishments through solving problems and higher upgrading plans and improvement plans of quality control of cadstral survey accomplishments are suggested.
Database management system is suggested through the existing cadastral survey accomplishments in cadastral surveys and management and use of the current status information and through exclusive responsibility of cadastral survey accomplishments and operation of inspection system of equipments, much higher service in processing businesses of civil petitions was provided and through reinforcement of inspection system of cadastral survey accomplishments, inspection system of accomplishments was improved and through higher upgrading of provision of cadastral survey accomplishments, provision of various information of high quality quality control could be obtained.

국문 초록 (Abstract)

현행 지적측량성과는 지적관련 국가기술자격이 자격 있는 지적기술자로서 지적측량수행자인 경우 지적측량을 수행할 수 있으며 측량성과의 공공성의 확보를 위해 공무원인 국가기관의 지적기술자가 검사하는 제도를 시행하고 있다. 이것은 통일적이고 획일적인 지적측량성과를 통해 지적제도의 공공성과 법률관계의 안정성을 보장하고 국민의 재산권 보호에 기여하고자 함이다. 현행 지적측량성과의 품질은 토지소유자를 비롯한 지적측량 수요자의 요구에 부응하지 못하므로 지적측량성과의 품질현황을 분석하고 이에 대한 향상방안을 제시하여 지적측량성과의 품질관리를 개선하는데 목적이 있다.
이 연구에서는 현행 지적측량성과의 현황을 살펴보고 그 현황을 중심으로 성과검사의 문제점 해결을 위해 지적측량성과의 품질개선을 위한 것으로 지적측량성과에 대한 품질현황을 분석하고 이에 대한 향상방안을 제시하여 지적측량성과의 품질관리 고도화와 품질관리 개선방안을 제시하였다.
지적측량에 있어 기존 지적측량성과 및 현황정보의 관리 및 이용을 통하여 데이터베이스 관리시스템을 제시하였고, 지적측량전담제 및 장비의 검정체계 운영을 통하여 대민 업무 처리에 한층 높은 서비스와 지적측량 성과의 검사체계 강화를 통해서 성과검사의 체계를 개선하며 지적측량 성과정보 제공의 고품질화을 통하여 질 높은 품질관리의 다양한 정보의 제공을 얻을 수 있었다.
