      The purpose of research is to inquire the possibility of changing the equalization system to the market system about the education system in the private school. The existing reason of the private school is to support the public school which has the poor educational condition and to fulfill the various educational desire to students, parents, community.
      this research, however, is the experimental attempt to save the variety and particularities about the education in the private school because these kinds of particularities have a difficulty in surviving under the current equalization policy unified in High school.
      Now, the secondary education in Korea doesn't fulfill the educational desire of people as equalization policy unified, ignoring the right of educational choice about the educational user and emphasizing the public more than the independence even though it has the different purpose and main body of foundation between the public and private school.
      The main result shown by the conclusion as follows.
      First, Sufficient economic support of government is required because the growth of formal education can not actually be expected without developing the private school formed 44% of High school in Korea. The economic support of government, however, should be given to the private school about the right of choice.
      Second, in order to lighten uniform administrative restrict in government obstructing development in the private school sharply, strengthen the greatest independence in the private school, the management in the private school should make the system changing into the market system.
      Third, to strengthen the competitiveness of education and supplement the equalization policy unified, the right of choice for the equalization system should be given to the private school autonomously. Also, the right of choice for the education in the private school and the right to select school by students, parents as users should be arranged.
