지방행정체제 개편에 대한 갈등론적 접근: 제주특별자치도 행정체제 개편 사례 = A Conflict Theory Perspective on the Reorganization of Local Administrative System: A Case of Jeju Self-Governing Province

다국어 초록 (Multilingual Abstract)

This paper deals with a case of administrative reform in Jeju Self-governing Province from theperspective of a conflict theory. As discussed in previous studies, if this administrative reform inJeju government, in which a single-tier system (unitary authority) was adopted instead of amultiple-tier system, is evaluated by its possible results, it might be considered to be a successfulpolicy. However, we still cannot exclude the possibility that the new system-a single-tier systemmight return to the old system-a multiple-tier system, or that the unitary authority might betransformed into another type of a single-tier system (e.g., direct election of major). Furthermore,since it is the case that the level of resident satisfaction with this reform is not high, and thegovernor's election pledge is to reform this new administrative system, the reorganization of Jejuadministrative system needs to be dealt with by focusing more on its process, rather than itsresults.
To better understand this reform case, we also need to consider what type of conflict arose fromthis reorganization or whether this conflict has been managed properly. In other words, we mightneed a conflict-based approach to tackle this issue more appropriately. Consequently, the purposeof this study is to examine a regional conflict shown in the reorganization of the administrativesystem in Jeju government, and to point out some problems about revamping local administrativesystem by analyzing how this conflict has been resolved, managed, and re-created.

국문 초록 (Abstract)

이 글은 제주특별자치도 지방행정체제 개편 사례를 갈등론적 관점에서 접근한다. 기존 연구들처럼 결과론적 시각으로 보면 기존의 다층제를 단층제로 바꾼 성공적인 정책 사례로 평가될 수 있다. 그러나 이 사례는 다층제가 단층제로 바뀐 것으로 끝나지 않았다. 새롭게 바뀐 단층제가 다시 과거의 다층제로 갈지, 아니면 다른 형태의 단층제(예를 들면 행정시장 직선)로 갈 것인지의 갈림길에 놓여 있다. 아울러 도민들의 만족도도 낮을 뿐만 아니라 ‘재’개편이 도지사의 공약이라는 점에서 보면, 제주특별자치도 지방행정체제 개편 사례는 과정론의 관점으로 접근할 필요가 크다.
이와 함께 이 사례의 본질에 더 잘 접근하기 위해서는 이 사례를 둘러싸고 어떤 갈등이 배태되었고, 그 갈등들이 적절하게 관리되었는지에 대한 논의가 필요하다. 즉 갈등론적 관점에서의 접근이 필요한 것이다. 따라서 이 글의 목적은 제주특별자치도 지방행정체제 개편 사례를 공공갈등 사례로 보고, 갈등이 해결 또는 관리되고 또 다시 재발되는 과정에 대한 분석을 통해 지방행정체제 개편 과정에서의 갈등해결 및 관리 상에서 제기된 문제점을 도출할 것이다.
