The objectives of this study are to analyze the evolution process and characteristics of French decentralization reform and to seek suggestions for this reform. The analysis is conducted with regard to French decentralization reform as follows. This study first examined the evolution of decentralization which was divided into centralization, semi-decentralization, and decentralization. The decentralization reform is analyzed in terms of the first reform(from 1982 to march 2003) and the second reform(since the Constitution reform of march 2003). The first reform is composed of the transfer of responsibilities, control and financial distribution, decentralized planning system, intercommunal & interregional cooperation, administrative democracy and participation, local structure etc. The second reform includes the contents of the Constitution reform of march 2003 which is consisted of the decentralization of national organization, subsidiarity principle, leading local authorities, the transfer de responsibilities, local referendum, financial autonomy etc.
