This research explores the effect of braille picture books on the literacy development of young visually handicapped children. The participants of this research were seven 4 and 5 years old of normal learning ability at 3 kindergartens in 3 cities. Of these children, 6 were blind and 1 had limited vision. The study was proceeded by developing 7 braille picture books, observing teacher and child interactions during teacher reading to the child, and interviewing teachers and parents. This study shows that braille picture books do have effect on literacy development of young visually handicapped children. During the process of this research, the children displayed an awareness of the use and meaning of braille, pretended to read the books, and exhibited preference to reading braille books and an awareness of the braille environment. Furthermore, children learned to explore braille picture books actively and thoroughly.
