창지투 선도구와 나선특구 개발 전망 -연변조선족자치주 지정학적 역할을 중심으로- = Development Prospects for China`s Changchun-Jilin-Tumen Pilot Zone and North Korea`s Rason Special Area: Focusing on Geopolitical Role by China``s Yanbian Korean-Chinese Autonomous Prefecture

다국어 초록 (Multilingual Abstract)

Following the “Plan for Revitalizing Northeast China” in 2003 and the “Project for Developing Changchun-Jilin-Tumen Pilot Zone” in 2009, China is now making huge investments in improving the harbor infrastructures around Rajin port, located near the mouth of the Tumen River in North Korea. The North has swiftly responded to China’s endeavors by promoting Rason to the status of “special city,” revising Rason’s trade law, and increasing infrastructure developments such as road and port construction for the reinvention of Rason as a whole. The plan for Changchun-Jilin-Tumen pilot zone and the Tumen River development plan are at the core of China’s revitalization plan for the northeast region. On this key region rests Yanbian Korean-Chinese Autonomous Prefecture in which the cities of Tumen and Hunchun in China possess geopolitical benefits as they lie adjacent to both Russia and North Korea. In essence, the Korean-Chinese society of this region holds close ties with the two Koreas and will play a major role in restoring inter-Korean relations as an intermediary. South Korean conglomerates must take advantage of the Korean-Chinese society’s intermediary role and geopolitical location by aggressively engaging itself in the aforementioned projects. The first inter-Korean joint enterprise was recently established in the Rason special zone providing new economic opportunities and collaboration models. South Korea’s government also must resolve the strained inter-Korean relationship, reactivate Kaesong Industrial Complex with North Korea, and seek methods to advance its companies within the North promoting the ties with the Korean-Chinese society.
