Since 2003, the subdivision in the management areas which divides those into three areas such as plan management area, production management area, and preservation management area has been implemented to prevent indiscrete and unplanned land developments done in the previous quasi-urban and quasi-agricultural areas. Due to the comprehensiveness of the guideline for developing urban management plan, the local government prepared its own specific standard considering its regional characteristics in order to apply it to the subdivision in the management area. In the subdivision process, however, there have been various problems such as the arbitrariness in setting the land blocks, ambiguity in the subdivision criteria, pressure for time, and the unreasonable allocation into plan management area of the third class land. In this regard, this study investigated the problems with subdividing the management area in a rural area and suggested their improvement strategies.
The case study area is Cheongsong-gun, Gyeongsangbuk-do which needs more lands available for development because of its more preservative regulations. The subdivision criteria in the guideline for developing urban management plan was compared with that of Cheongsong-gun. The ArcGIS program was used to analyze the zoning inventory, to do the cross-check analysis between land suitability assessment and the results from the subdivision in the management area, and to grasp the spatial relationships with the nearby zoning. Field surveys and interviews were conducted to examine the relevance to the actual situation and to analyze the civil complaints resulted from the subdivision in the management area.
The results from this study are summarized as follows:
First, there were problems related to the incomplete formalization of zoning. It is required that a zoning plan include in the subdivision in the management area within the case study area to spatially arrange the dispersed uses of land.
Second, there were problems related to the inadequate decision criteria on the availability of land for development. The legally developed lands within the preservation area should be subdivided on the basis of the rating of land suitability assessment and that of the surrounding lands to prevent civil complaints due to the application of unclear criteria. The slope for land development permit and the river in the category of land should be included in the actual decision criteria for the land development within the third class land. When Cheongsong-gun assigns lands for its own business project to the management area, it is proper to thoroughly look into the zoning beforehand and then select an appropriate candidate site. Various aspects such as the surrounding waterside, legal land regulations, the results of land suitability assessment, and the land category available for development should be taken into consideration for subdividing the large third class lands.
Third, there were issues related to the biased consulting of the departments concerned. When the departments concerned offer consultations for the subdivision in the management area, they should provide the clear criteria of consulting and need to respect the results of land suitability assessment.
This study is differentiated from other related research in the fact that at the micro-scale, this paper demonstrated the problems with subdividing the management area in a rural area and drew their improvement strategies from an empirical case study of Cheongsong-gun, Gyeongbuk. The empirical results from this study could be used as a preliminary information in suggesting the right direction of the subdivision in the management area within the rural areas in the near future.
