상업화(commercialization)된 지방행정조직의 패러독스에 관한 연구

국문 초록 (Abstract)

지방자치제 실시 이후 재정적으로 어려움을 겪고 있는 지방자치단체를 중심으로 지방행정부서를 공단 및 공사 등으로 상업화하는 사례가 급속하게 증가하고 있다. 본 연구에서는 지방행정부서를 상업화하는 이러한 현상이 당초 목적인 운영효율성 증진을 달성하고 있는지를 검증하기 위하여 상업화의 전형적인 기관이라고 할 수 있는 광역자치단체 산하 환경공단을 중심으로 환경업무를 수행하는 기관의 상업화 전과 상업화 후의 효율성을 자료포락분석(DEA: Data Envelop Analysis) 기법을 활용하여 분석하였다.
그 결과, 첫째, 하수처리 업무를 수행하는 지방행정부서의 상업화 전과 상업화 후의 운영 효율성을 분석한 결과 상업화 전보다 상업화 후의 운영 효율성이 큰 변화가 없거나 더 떨어지는 것을 알 수 있었다. 둘째, 행정기관이 상업화되어 설립된 공단에 근무하는 직원 중 신규로 채용한 직원보다는 지방자치단체에서 이전한 직원의 비율이 높을수록 운영효율성이 낮은 경향을 보이고 있음을 발견할 수 있었다.
이러한 분석 결과를 바탕으로 우리나라에서 지방행정 개혁의 일환으로 시행되어온 행정기관의 상업화 노력은 사회 전체적인 효율성 측면에서 자원의 낭비를 초래할 수 있다는 소위 ‘상업화의 패러독스' 현상이 나타날 수 있는 가능성이 내재되어 있음을 강조하였다.

다국어 초록 (Multilingual Abstract)

Lots of local public self-governing bodies suffering from financial difficulties have commercialized the local public departments and agencies to the autonomous and independent public bodies since a local self-governing system was in force in Korea. This paper has examined the operating efficiency with the DEA(Data Envelop Analysis) technique before and after commercialization of the local public departments and agencies which have been carrying out the environmental affairs.
The findings of this research are as follows.
First, the operating efficiency of the newly established public bodies after commercialization has decreased rather than that of the original local public departments and agencies, Second, the higher is the ratio of the number of the transferred employees from the previous local public departments and agencies to newly commercialized public bodies, the lower is the operating efficiency.
On the base of the above several findings, I would assert that there must be 'the paradox of the privatization and commercialization' which might bring about inefficiency in terms of the social total efficiency of the Korean public local reform which has transformed the local public departments and agencies to the autonomous and independent public bodies.
