자율주행시대의 안전관리체계 구축에 관한 연구 = A Study on the Establishment of Safety Management System in the Autonomous Driving Era

Pupose : The purpose of this study is to discuss the ideal traffic infrastructure construction for autonomous driving with safety as the best value in the situation where the necessity of establishing the safety management system of the police is emerging in the full-scale arrival of the autonomous driving era and the autonomous driving era, and to find the role of the police in it and concrete action plans. Methods : Based on the theoretical discussion on the concept definition, components and related technologies of autonomous driving, the discussion for the construction of safe traffic infrastructure in the autonomous driving era was conducted.,The study was to diagnose the possible problems of the advent of the autonomous driving era and to suggest alternatives. Conclusion : The construction of the transportation infrastructure in the autonomous driving era for the creation of a safe traffic environment confirmed that the police should be responsible and suggested an infrastructure construction model suitable for safe autonomous driving. In addition, the study suggested the practical plans of the police for the establishment of the ideal autonomous driving era. First, the scale of support for the creation of autonomous driving environment should be expanded and professionalism should be secured. Second, extensive and long-term plans should be established and active approaches should be made. Third, it is necessary to establish an autonomous data sharing center(Control Center) to effectively respond to the connected autonomous driving era. Fourth, it is necessary to find a countermeasure against new types of risk such as hacking or attacking date servers.

국문 초록 (Abstract)

연구목적 : 자율주행시대의 본격적인 도래와 자율주행시대에서 경찰의 안전관리체계 구축의 필요성이 대두되는 상황에서 안전을 최상의 가치로 두고 자율주행에 필요한 이상적인 교통인프라 구축에 대해 논의하고, 그 안에서의 경찰의 역할과 구체적인 실천방안을 모색하는 것에 목적을 두었다. 연구방법 : 자율주행에 관한 개념정의와 구성요소 및 관련 기술에 대한 이론적 논의를 토대로 자율주행시대의 안전한 교통인프라 구축을 위한 논의를 진행하였다. 자율주행시대의 도래에 따른 예견 가능한 문제점을 진단하고 이에 대한 대안을 제시하고자 하였다. 결론 : 안전한 교통환경 조성을 위한 자율주행시대의 교통인프라 구축은 경찰의 당위과제임을 확인함과 동시에 안전한 자율주행에 적합한 인프라 구축 모형을 제시하였다. 또한 이상적인 자율주행시대의 정착을 위한 경찰의 실천방안을 제시하였다. 첫째, 자율주행 환경의 조성을 위한 지원규모를 확대하고 전문성을 확보해야 한다. 둘째, 광범위하고 장기적인 계획이 수립되어야 하며, 능동적인 접근이 이루어져야 한다. 셋째, 연결형 자율주행시대에 효율적으로 대응할 수 있도록 자율주행 데이터공유센터(중앙관제센터)를 신설할 필요가 있다. 넷째, 해킹이나 데이터서버에 대한 공격 등 새로운 유형의 위험에 대한 대응방안을 모색해야 한다.
