국내 소방자동차 성능평가를 통한 노후도 분석 연구 = A Study on Analysis of the Degradation Using Performance Evaluation of Domestic Fire Engines

Pupose : TThis study deals with the analysis of the Degradation using the performance evaluation of domestic fire engines. We analyzed the aging vehicles by evaluating the performance of 5 kinds of fire engines in 8 regions. Future research results will contribute to the establishment of a basic database for establishing the legal basis for the replacement period and the useful life of fire engines. Methods : The performance evaluation of the fire engines was carried out at Korea Fire Institute, and qualitative evaluation was carried out to evaluate the vehicle condition and safety standard together with the quantitative evaluation to evaluate the useful life and mileage. Conclusion : As a result of analyzing the overall score of the fire engines, it was analyzed that the chemical fire engine C-1 of Gyeonggi-do showed the maximum value and that the high ladder fire engine M-5 of Seoul showed the minimum value. Depending on the age of the fire engine, the objects to be replaced were in the order of refractory ladder, chemical, high ladder, pump, water tank and the replacement of fire engine in 8 regions is ranked in the order of Gyeongnam, Gyeongbuk, GyeonggiㆍJeju, DaejeonㆍSeoul, Daegu and Jeonbuk. Of the total score of 100, the number of fire engines less than 60 points was 5 out of 78, and the number of replacement fire engines with qualitative score less than 16 was 33, which was 42% of the total. Of these, 3 fire engines were identified as replacement fire engines for both overall score and qualitative score. Overall, 35 of the total 78 fire engines evaluated as fire engines were analyzed as replacement fire engines, accounting for 44% of the total.

국문 초록 (Abstract)

연구목적 : 본 연구는 국내 소방자동차 성능평가를 통한 노후도 분석에 관한 것으로, 총 8개 시도의 총 5종 소방자동차의 성능평가를 통하여 노후 차량을 분석하였다. 향후 연구결과는 소방자동차의 교체주기 및 내용연수의 제도화를 위한 법적 근거마련을 위한 기초 데이터베이스 구축에 기여할 수 있을 것이다. 연구방법 : 소방자동차의 성능평가는 한국소방산업기술원에서 실시하였으며, 내용연수와 주행거리를 평가하는 정량적 평가와 함께, 차량상태와 안전기준을 평가하는 정성적 평가를 수행하였다. 결론 : 소방자동차의 성능평가를 통한 종합점수를 분석한 결과, 경기도의 화학차 C-1이 최대값을 나타내었으며, 서울의 고가사다리차 M-5가 최소값을 나타내는 것으로 분석하였다. 소방자동차의 노후도에 따른 교체 대상은 굴절사다리차, 화학차, 고가사다리차, 펌프차, 물탱크차의 순위로 많이 나타났고, 8개 지역별 교체 대상은 경남, 경북, 경기/제주, 대전/서울, 대구, 전북의 순위로 나타남을 분석하였다. 5종 소방자동차의 총 78대 중 종합점수 100점 만점 중 60점 미만인 차량은 총 5대이고, 정성적 평가점수가 16점 미만인 교체 대상 차량은 총 33대로 분석하여 전체 대상차량 대비 42%로 분석하였다. 이 중에서 3대의 소방자동차는 종합점수와 정성적 평가점수의 양쪽에 모두 공통적으로 교체 대상 차량으로 파악되었다. 종합적으로 소방자동차 평가대상 총 78대 중 35대가 교체 대상 차량으로 나타났으며, 전체 대비 약 44%의 비율로 분석하였다.
