본 연구는 제조업 사업장을 대상으로 조직의 안전분위기(경영가치, 의사소통)가 근로자의 안전행동에 미치는 영향 관계를 규명하고, 이 과정에서 위험성평가 활동이 어떠한 매개효과를 가지는지 실증적으로 검정하는 데 목적이 있다. 이를 위해 2021년 한국산업안전보건공단에서 실시한「제10차 산업안전보건 실태조사」의 제조업 부문 원시자료를 활용하였으며, 불성실 응답을 제외한 제조업 상용 근로자 3,255명의 데이터를 최종 분석 대상으로 선정하였다. 자료 분석은 SPSS 24.0 통계 프로그램을 이용하여 빈도분석, 신뢰도 및 타당성 분석, 상관관계 분석을 실시하였으며, 가설 검정을 위해 다중회귀분석 및 Baron & Kenny의 매개효과 검정 절차를 수행하였다. 본 연구의 주요 분석 결과는 다음과 같다. 첫째, 안전분위기의 하위 요인인 경영가치와 의사소통은 모두 위험성평가 활동에 정(+)의 유의한 영향을 미치는 것으로 나타났다. 특히, 경영가치보다 의사소통 요인이 위험성평가 활동과 더 높은 상관관계를 보임으로써, 현장의 활발한 소통이 제도 운영의 핵심임을 확인하였다. 둘째, 위험성평가 활동은 근로자의 안전행동에 정(+)의 유의한 영향을 미쳤다. 이는 체계적이고 실질적인 위험성평가가 수행될수록 근로자가 위험 요인을 명확히 인지하고 안전수칙 준수 및 자발적 참여 행동을 강화한다는 것을 의미 한다. 셋째, 안전분위기의 하위 요인인 경영가치와 의사소통은 근로자의 안전행동에 정(+)의 유의한 영향을 미치는 것으로 나타났다. 넷째, 위험성평가 활동은 안전분위기와 안전행동 간의 관계에서 부분 매개효과를 가지는 것으로 검정되었다. 즉, 긍정적인 안전분위기는 근로자의 안전행동을 직접적으로 촉진할 뿐만 아니라, 위험성평가 활동을 제고시킴으로써 간접적으로도 안전행동을 강화하는 경로가 확인되었다. 결론적으로 본 연구는 “경영층의 안전 가치 선언과 조직 내 활발한 의사소통(안전 분위기) → 근로자가 체감하는 실질적 위험성평가 활동(매개) → 안전행동(결과)”으로 이어지는 선순환적 안전관리 메커니즘을 규명하였다. 이는 산업재해 예방을 위해서는 단순한 법적 의무 이행을 넘어, 경영진의 리더십과 현장 근로자의 참여가 보장되는 위험성평가 체계 구축이 필수적임을 시사한다.

The purpose of this study is to empirically verify the effect of safety climate (management value, communication) on workers' safety behavior in manufacturing workplaces and to examine the mediating effect of risk assessment activities in this relationship.
To achieve this, raw data from the '10th Occupational Safety and Health Survey (2021)' conducted by the Korea Occupational Safety and Health Agency (KOSHA) were utilized. A total of 3,255 regular workers in the manufacturing sector were selected for the final analysis. The data were analyzed using SPSS 24.0 for frequency analysis, reliability and validity analysis, correlation analysis, multiple regression analysis, and Baron & Kenny's mediation analysis.
The major findings of this study are as follows:
First, both management value and communication, which are sub-factors of safety climate, had a significant positive (+) effect on risk assessment activities. In particular, the communication factor showed a higher correlation with risk assessment activities than management value, confirming that active communication in the field is key to the operation of the system.
Second, risk assessment activities had a significant positive (+) effect on workers' safety behavior. This implies that the more systematic and practical the risk assessment is, the more clearly workers perceive risk factors and the more they strengthen their safety compliance and voluntary participation.
Third, management value and communication were found to have a significant positive (+) effect on workers' safety behavior.
Fourth, it was verified that risk assessment activities have a partial mediating effect on the relationship between safety climate and safety behavior. This confirms a path where a positive safety climate not only directly promotes workers' safety behavior but also indirectly reinforces it by enhancing risk assessment activities.
In conclusion, this study identified a virtuous cycle mechanism of safety management leading from "Management's declaration of safety values and active communication (Safety Climate) → Practical risk assessment activities felt by workers (Mediator) → Safety behavior (Outcome)." These results suggest that establishing a risk assessment system that ensures leadership from management and participation from field workers is essential for preventing industrial accidents, going beyond simple legal compliance.
