대안교육시설 학습자에 대한 재정지원 방안: 보통교부금의 적용가능성 검토와 대안 제시 = Funding Options for Learners in Alternative Education Facilities: A Review of the Applicability of the Regular Grant and Alternatives

국문 초록 (Abstract)

이 연구는 대안교육기관법 내에서 대안교육시설 학습자에 대한 안정적인 재정지원 방안을 모색하는 것을 목적으로 한다. 이를 위하여, 첫째, 대안교육기관의 운영 현황을 살펴보고, 둘째, 대안교육기관에 대한 재정 지원 조례 제정 및 현황을 분석하고, 셋째, 지방교육재정교부금의 기준재정수요액 측정항목･측정단위 및 단위비용 등 산정공식에 대안교육기관의 적용 타당성을 검토하였다. 끝으로 대안교육시설 학습자에 대한 재정지원 방안으로서 바우처의 적용 방안을 제시하였다. 연구 결과 현행 법적 토대에서는 “대안교육시설”을 보통교부금의 지원 대상으로 제도화하기는 어려운 상황임을 확인하였다. 이에 본 연구에서는 대안교육기관 학습자에 대한 재정지원 방안으로 (가칭)대안교육 바우처, 즉 현재 운영 중인 “평생교육 바우처”의 지원대상으로 대안교육기관 학습자 등 학교밖 청소년을 포함시키고, 평생교육 바우처 신규 사용기관으로 대안교육기관을 등록할 것을 제안하였다. 1인당 바우처 금액은 평생교육 바우처 수준과의 형평성을 고려하여 35만원∼70만원 정도에서 출발하되, 중장기적으로 대안학교의 학생당 지방교육재정교부금 보통교부금 지원 기준(초등학교 과정 운영: 학생당 905천원, 중학교 과정 운영: 학생당 1,192천원, 고등학교 과정 운영: 학생당 1,171천원)으로 확대하는 방안을 제안하였다.

다국어 초록 (Multilingual Abstract)

This study aims to find a stable financial support plan for learners at alternative education facilities within the Alternative Education Institutions Act. To this end, first, the operating status of alternative education institutions was examined, second, the enactment and status of the financial support ordinance for alternative education institutions were analyzed, and third, the feasibility of applying alternative education institutions to the calculation formulas such as the standard financial demand measurement items, measurement units, and unit costs of local education finance grants was examined. Finally, a voucher application plan was proposed as a financial support plan for learners at alternative education facilities. As a result of the study, it was confirmed that it is difficult to institutionalize “alternative education facilities” as a target of general grant support under the current legal foundation. Therefore, this study proposed the (tentative name) Alternative Education voucher as a financial support plan for learners at alternative education institutions. First, it was proposed to include out-of-school youth such as learners at alternative education institutions as the support target of the currently operating “Lifelong Education Voucher,” and then to register alternative education institutions as new users of the lifelong education voucher. The voucher amount per person is proposed to start at around 350,000 to 700,000 won in consideration of equity with the level of lifelong education vouchers, but in the mid to long term, it is proposed to expand it to the standard for support from the local education finance grant per student of alternative schools (elementary school course operation: 905,000 won per student, middle school course operation: 1,192,000 won per student, high school course operation: 1,171,000 won per student).
