Purpose: This study identified the perceptions of teachers regarding chief teachers and suggested ways to improve the chief teacher system.
Design/methodology/data/approach: For this study, surveys and FGIs were conducted with principals, vice principals, chief teachers, and general teachers in public elementary schools in Seoul Metropolitan Government to find out their perceptions of the need for chief teachers, their roles, the assignment of chief teachers, and their preferences for chief teachers.
Findings/Results: The results showed that teachers generally recognized the need for chief teachers in the school management process, but they had different perspectives on chief teachers depending on their position. Differences in views on the work of chief teachers were found to be major factor in avoiding chief teachers and making difficult to assign chief teachers. Based on the results of the study, the authors proposed alternative policy measures in terms of the system, organization, and individuals to make the process of assigning chief teachers easier and smoother.
Value: This study serves as a basis for solving the problem of unwillingness to assign chief teachers and helping to manage school operation smoothly and create cooperative school culture.
