한국행정학 위기론에 관한 소고(小考) : 반주변부(半周邊部)로부터의 사색 Speculation from the Semi-Periphery = A little Thoughts on the Crisis of Public Administration

국문 초록 (Abstract)

이 글은 한국행정학의 위기를 학계의 반주변부에 속한 논자가 수필의 형식을 빌려 사색한 것이다. 1980년대 이후 한국행정학이 경험한 교육, 실무해결능력 및 학문의 정체성 등 다차원적 위기국면을 실무계, 행정학자, 여타 사회과학전공 연구자들의 견해를 통하여 살펴보고 그에 대한 나름대로의 위기해석과 치유방법을 논의하였다. 위기의 본질에 관하여 실무계는 실제적 문제해결방법 미비의 문제를, 여타 사회과학전공자는 행정학의 도구주의적 성격을 비판의 초점으로 삼은 데 반하여 행정학 전공자들은 주로 학문 산업적 측면에 초점을 맞추고 있었다. 필자의 견해는 세 가지로 요약된다. 첫째는 행정학이 보편과 특수의 문제를 접합하여 비교역사적 시각을 정립하고 이를 근거로 미국중심 학문풍토로부터의 탈종속을 하는 것이고, 둘째는 사회현실문제에 대한 비판적 시각을 강화하는 것이며, 세 번째는 학문적 다초점화(多焦點化)를 통하여 사회적 거대담론에 "열린" 자세로 임하는 것이다. 아울러 이러한 해결책은 한국 발전행정 시기에 구축한 학연, 지연 등 각종 전근대적 관계를 청산하는 데서 출발해야 할 것이다.

다국어 초록 (Multilingual Abstract)

In a form of academic essay, this paper aims to speculate on the causes of and possible solutions to the so-called "crisis" of public administration in Korea. From the vantage point of semi-peripheral position in the academic circle of public administration in Korea, the author, first, broadly gathers and evaluates the opinions put forward by administrators and scholars in the field of public administration as well as the adjacent fields of social sciences such as economics, sociology and political science. In general, while scholars in the field of public administration heavily emphasize "academic industrial" aspects of the crisis, the field administrators and social scientists in other fields point out the lack of practical provision on the one hand, and the instrumental characteristics of the field on the other. According to the author's opinion, in solving the crisis problem, at least three points deserve more attention. First, in order to escape from the dependent situation of the field on the American academic tradition, the field needs to pay more attention to the use of comparative historical approach. Second, the field needs to voice up its social "critical" judgement. Third, the field needs to have broader academic communication channels with grandiose discourses of the days. Finally, all of these possible solutions should start from the renewal of the Korean Association of Public Administration itself and the eradication of the various kinds of premodern human relationships which have formed and strengthened through the days of developmental administration.
