1980년대 초 중화학공업 투자조정의 과정과 평가 = Process and Evaluation of Heavy Chemical Industry Investment Adjustment 1980-1982

다국어 초록 (Multilingual Abstract)

This paper analyzes and evaluates investment adjustments in the early 1980s in terms of industrial policy. The major targets of the investment adjustment were the power generator and the electronic telephone switchboard, in which the Economic Planning Board allowed excessive entry into the market for promoting competition, and the automobile sector in which domestic and overseas demand declined sharply. The investment adjustment was not properly carried out due to the disagreement between the Economic Planning Board and the Ministry of Commerce and Industry. It was enforced in 1980 when the coup forces were in power. However, the investment adjustment was a failed industrial policy in the following points: (1) The goal was to reduce investment in the heavy chemical industry and to balance the heavy chemical industry with the light industry. (2) The decline in operating rate was recognized as the result of overinvestment rather than exogenous shock. (3) The consolidation or abolition of enterprises was enforced without any legal or institutional arrangements. (4) It did not proceed according to the intended plan and returned to the state before the adjustment.

국문 초록 (Abstract)

본 논문은 1980년대 초의 투자조정을 산업정책의 관점에서 분석･평가하였다. 투자조정의 주요 대상은 경제기획원이 경쟁체제를 앞세워 진입을 과다하게 허용한 발전설비와 전자교환기 부문과 국내외 수요가 급감한 자동차 부문이었다. 투자조정은 경제기획원과 상공부의 의견 차이로 제대로 추진되지 못하다가 1980년에 신군부가 집권하면서 강행되었다. 그러나 투자조정은 다음과 같은 점에서 문제인식과 실행 과정에 적지 않은 문제를 드러냈다. (1) 목표가 중화학공업에 대한 투자를 줄이고 중화학공업과 경공업을 균형 성장시키는 것이었다. (2) 가동률 저하를 외생적 충격이 아니라 과잉투자의 결과로 인식하였다. (3) 재산권과 관련되는 기업의 통폐합을 아무런 법적․제도적 장치가 없이 강행하였다. (4) 원안대로 진행되지 못했거나 조정 이전의 상태로 되돌아갔다.
