국책사업 갈등에서 지방정부의 역할：제주해군기지 갈등 사례 = A Role of Local Government in National Mega-Project Conflict: A Case of Jeju Naval Base Conflict

The management framework of national mega-project has a triple structure consisting of central government, local residents, and local government. When local residents oppose the project of central government, what is the appropriate role of local government in managing the conflict between central government and local residents? This paper aims to suggest some of the implications for rational roles of local government in inter-governmental relationship and conflict management of local community. For this purpose, this paper analyzed roles of local government in the case of Jeju Naval Base conflict. In conclusion, if local government only act as an agent of central government, conflict management in the local community will be faced with a fundamental limitation, therefore it is very important that how local government to establish relationship with the central government.
