This study originates from the recognition that the current land category system, despite serving as a core spatial information framework administratively defining primary land use types, fails to adequately reflect the diversity of emerging land-use patterns. To address this issue, the study conducted an in-depth analysis of the structural limitations of the existing system, focusing on the inconsistencies among legal definitions, discrepancies between cadastral records and actual land use, the absence of data integration with the National Land Use Survey, and the informal use of temporary codes by local governments. The research methodology combined literature review, comparative analysis of national land use data, surveys and field case studies from local governments, and structural modeling to categorize new land-use demands.
The findings indicate that sites such as manufacturing complexes, military facilities, renewable energy installations, and smart logistics centers cannot be clearly classified under the existing 28 land categories. As a result, local governments have resorted to using unofficial codes or broadly classifying such areas as “miscellaneous land,” leading to administrative inconsistencies. To resolve this, the study proposes a dual-layered land category model—integrating existing codes with extended functional attributes—and systematizes it around three theoretical criteria: legal coherence, spatial data applicability, and administrative responsiveness.
This study redefines the land category system not merely as an administrative record but as a core metadata structure within the National Spatial Information Infrastructure. It also provides a conceptual foundation for developing digital-twin-based national land management, integrated spatial data governance, and AI-driven automated land classification systems, offering both academic and policy implications.
