국토 도시 디지털트윈 정책의 도전과제 분석과 대응방안 연구 = Analysis of Challenges and Countermeasures for National and Urban Digital Twins Policies

국문 초록 (Abstract)

제4차 산업혁명과 첨단기술의 발전은 현실세계와 가상세계 간의 경계를 허물고 있으며, 도시 디지털트윈은 이러한 변화를 대표하는 핵심 기술로 부상하고 있다. 본 연구는 도시 디지털트윈과 관련된 2021년부터 2024년까지 발표된 주요 리뷰 논문을 체계적으로 분석하여 그 개념과 구성요소를 정리하고, 각 문헌에서 제시된 도전과제들을 기술, 인간과 조직, 사회와 거버넌스 측면으로 범주화하여 체계적으로 고찰하였다. 이를 위해 선정된 논문들의 핵심 내용을 추출하고 비교 분석하여 공통된 도전과제 패턴을 도출하였으며, 각 도전과제에 대응하려는 방안을 정리하고, 한국의 국토 및 도시 디지털트윈 정책과의 연계 속에서 시사점을 도출하였다. 연구 결과, 도시 디지털트윈의 추진 과정에서 발생하는 주요 도전과제는 국가를 불문하고 공통으로 나타나는 경향이 있으며, 한국에서는 유사한 사례와 고유의 사례가 발견되었다. 따라서 본 연구에서는 공통 도전과제를 중심으로 한국의 특수성을 고려한 세 가지 핵심 대응방안을 제시하였다: 협력적 거버넌스 체계 구축으로 분산된 정책의 총괄적 관리, 법‧제도적 근거 마련으로 민간 참여 장려 및 산업 성장 기반 확립, 데이터 품질‧최신성 확보 및 표준화를 이용한 시스템 상호운용성 보장이다.

The Fourth Industrial Revolution and advanced technologies are blurring the boundary between the real and virtual world, and the urban digital twin is emerging as a technology that represents this transformation. This study systematically reviews urban digital twin literature, categorizing challenges into technical, human and organizational, and social and governance aspects, and derives implications for South Korea's digital twin policies. It also summarizes countermeasures for each challenge and derives insights for Korea’s national and urban digital twins policies. The findings show that urban digital twins challenges are commonly observed across countries, with Korea demonstrating both shared and distinctive characteristics. Therefore, by focusing on the similarities in challenges between Korea and other countries, this study suggested three main countermeasures that are applicable in Korea. Therefore, based on the common challenges and considering the uniqueness of Korea, this study suggests three core strategies: establishing collaborative governance systems for comprehensive policy management, creating legal and institutional frameworks to encourage private participation and industrial growth, and ensuring system interoperability through data quality assurance and standardization
