고령자 고용안정 및 고용촉진을 위한 노동법정책 개편방안 연구

국문 초록 (Abstract)

1. 이번 연구에서는 먼저, 세계적으로 급속하게 진행되는 고령화 및 베이비붐 세대의 은퇴문제에 대비하여 고령자의 고용안정과 고용촉진을 위한 노동법정책의 개편방안을 살펴본다. 또한 근로자의 임금체계의 개편과 이것과 연계된 정년의 연장 등 고용안정의 방안을 살펴본다. 그리고 전직지원제도, 실직자의 고용촉진 등 고령자 고용 활성화의 방안을 살펴본다.
2. (1) 고령자의 고용연장을 위하여 다음과 같은 사항을 검토해본다. 기업의 정년현황 등 실태조사(규모별, 업종별, 직종별), 기존 고령자의 고용대책에 대한 효과를 살펴본다. OECD 선진국의 고령자의 고용안정과 고용촉진제도 중에서 근로자 정년연장을 위한 평생훈련 등 능력개발, 장기훈련ㆍ휴가제도, 사회보장제도의 개혁방안 등 실현할 수 있는 구체적인 시사점을 찾아본다. 또한 정년연장 방안과 현행 법제도간 정합성 있는 대안 마련함. 예를들어, 현행 고령자의 고용안정제도(정년연장의 지도, 정년연장ㆍ퇴직자의 계속고용에 대한 장려금, 임금피크제의 보전수당 등)와 연계한 현실성있는 중장기 대책을 살펴본다.
(2) 고령자의 고용촉진을 위한 노동법제 등 개편방안으로 임금체계 및 근로시간 유연화 방안, 직업능력개발 및 전직지원 시스템의 개편, 고령자의 친화적인 일자리를 창출하고, 노후소득의 보장(퇴직연금ㆍ국민연금 등), 정부의 재정을 지원하는 방안 등을 살펴본다. 그리고 자원봉사형의 일자리를 창출하는 방안을 살펴본다(미국 등 선진국의 사례 연구, 시사점, 한국에서의 적합한 모형을 제시하는 것 등).
3. (1) 결론적으로 한국의 고령자의 노동시장에서의 고용안정 및 고용촉진을 위한 국가적 차원의 논의는 이를 수용할 주체인 노사정이 적극적인 관심과 참여의 틀이 필요함을 공감하면서, 대체로 고용자의 고용안정 및 고용촉진을 위한 제도적 개선방안으로서 고령자의 퇴직 전, 퇴직 후, 은퇴 후의 시점별로 제시하였다.
