규제완화 전후 제조업 화주의 인식 변화 연구

국문 초록 (Abstract)

화물운송시장 규제완화의 효과를 평가하기 위한 방법 중의 하나로 규제완화 전후에 나타내는 화주의 인식차이를 비교한다. 본 연구는 우리나라의 화물운송시장에 변화를 가져온 1999년의 규제완화를 기준으로 규제완화가 화주의 인식에 어떠한 영향을 주었는지를 분석하였다.
연구의 결과 규제완화 전후에서 화주의 인식에 차이가 있었다. 인식 변화의 흐름은 운송요금의 감소보다는 운송업체가 제공하는 서비스에 대한 요구가 증가하였다. 업체의 규모에 따른 특징은 소규모 업체는 운송환경의 변화에 대한 인식이 낮은 반면에 대규모 업체는 운송환경의 변화에 대한 인식이 높게 형성되었고 시장변화에 대해서도 가장 잘 대처할 수 있는 집단으로 해석되었다.
규제완화 전후에 인식의 차이가 가장 적은 요소는 목적지에 정해진 시간에 도착하는 신뢰성으로 나타났다. 신뢰성은 화주가 가장 중요하게 생각하는 요소이며 앞으로도 중요함이 지속 될 것으로 예상된다.

다국어 초록 (Multilingual Abstract)

One of the methods to analyze the effect of the deregulation on freight transportation market, the difference of perceptions of shipper is usually used to compare between before and after deregulation. This study compares the change of freight transportation market of Korea based on the deregulation of 1999, which is the largest deregulation in Korea since 1980s.
As a result of study, there are distinct differences of perceptions of shippers between before and after deregulation. The size of increase on the needs for carrier services is larger than that of decrease on freight rate. From the analysis of the characteristics according to the firm sizes, large size firms have higher degrees of perceptions on the change of transport circumstance as well as the change of market, but small size firms have lower degrees of perceptions on the change of transportation circumstance or the change of market.
The perception that has the smallest difference between before and after deregulation is reliability which represents on time arrival for destination. It is expected that the importance of the reliability will go constantly because that is the most important thing of the shippers’ perceptions.
