This study analysed model of local governance mading the mixture of local environmental conditions and local governance capacity. Local environmental conditions change dynamic not to be static. As its local problems are a complicated and tangled problems to be said a wicked problem they require the common responsibility of state and society having a various actors and their interests and identity. This comes local governing needs. To solve this local governing needs requires mechanism of mutual action adjusting act`s interests. Its example is social capital. Anmyundo case and Shinduri case having local policy of a different but similar aspects find different models of local governance and according to change of local environmental conditions they abserve the evolution from authoritarian governing behaviour to democratic governing behaviour. This change causes local environment`s change, converging mechanism of actor interests actor`s mutual relationships, and role of social capital.
