다국어 초록 (Multilingual Abstract)

This study is to suggest the solutions about the problems of unimplemented urban facilities in terms of planning and systematic aspects by analyzing their reasons and problems. It is focused on the urban neighborhood park which showed the largest portion among unimplemented urban facilities. In detail, it investgates the implementation rate of unimplemented urban neighborhood parks, land use pattern, land ownership and so on, and then, it reviewes the policies of unimplemented urban neighborhood parks and suggests their solutions
The results of this study are as follows ;
The reason of unimplemented urban facilities, is, first, to determine urban facilities by lack of information about actual conditions. The second is not to cope timely and appropriately with the problems of unimplemented urban facilities. The third is financial problem and citizen appeal.
The solutions are suggested through the systematic planning and approach. The systematic solution is to finance urban facilities by using techniques of private capital investment, incentives(ex. tax reduction), development bond and so on. The planning solutions is to investigate and analyze the present condition and to find appropriate planning means in order to determine urban facilities.
