6·2 강원도 지방선거 투표성향 분석과 함의|RISS 상세보기

국문 초록 (Abstract)

본 연구의 목적은 6·2지방선거 투표성향의 분석을 통해 강원도 투표성향의 특징과 한계 그리고 정책적 시사점을 찾고자 하는데 있다. 특히 지난 5·31지방선거와의 비교에 기초한 투표과정 및 투표결과의 정당별 분석뿐만 아니라 주민의 대표성을 파악하 위한 단체장과 지방의원의 배경적 특성의 비교분석을 통해 그 정책적 시사점을 찾고자 하였다. 이번 선거의 첫 번째 특징은 역대 지방선거 중 투표율이 가장 높아 강원도민들의 선거 참여와 적극성을 보였다. 특히 이번 6.2지방선거에서는 정치 무관심층으로 알려진 20~30대 투표율이 낮게 나타나, 이들의 적극적인 투표 참여 방안이 요구된다. 두 번째 특징은 당선자의 인구사회적 분석결과, 남성 당선자가 주를 이루어 여전히 남성중심의 성향의 정치가 강하나, 여성당선자의 비율이 5.31선거 이후로 상당수준의 양적 성장을 보이고 있다. 세 번째 특징은 지역주의 투표행태가 여전히 존재하고 있지만, 이번 선거에서 한나라당의 연고지의 하나인 경남과 전통적인 텃밭이었던 강원에서 집권 여당이 패배함으로써 한국의 정치지형이 변하고 있다. 네 번째 특징은 이번 선거에서 단체장과 지방의회의 정당동질성이 낮아져 지방의회의 견제기능을 발휘할 수 있는 구도를 마련했다는 점에서 긍정적이다. 하지만 강원도 18개 시·군의 경우, 8개의 견제형 지방정부가 나타남으로써 향후 지방의회와 집행기관간의 반목과 갈등 그리고 대립이 심화될 가능성이 내재되어 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is based on the results of 31 May and 2 June elections that head of the local government it is with the local councils suggestions and ideas that can affirm policy with their various backgrounds of characteristics of each party in comparative analysis. The results of the analysis of 2 June reflect and show the local election be re-acted to appear whatever is best for all and for the voters, among the city voter turnout appears lower and the rural voter turnout appeared higher. Secondly the reults have shown an decrease of voters within the younger voters who are not interested in politics. Thirdly it was a proven response and test that most elective persons were women were increased and was proven that they all voted from their respective areas. Finally, it all goes down to the establishment of each specific functions within the system. According to this analyst of result suggested variety formal constitute as like abolition of political party, abolition of combine election, and polity election of the political party democratization.
