In early 1960's the development of industrial parks together with the propulsion of economic development plan has undertaken the core policy for industrial land location. However, with the industralization and advanced economic structure, necessities for different form of industrial park has risen. Therefore, the Korean government has proposed a different system in developing industrial parks.
The typical model of a new industrial park system can be presented as the multi-function industrial park. However the new system was mentioned from the 1990s which is not developed still now.
This paper proposes a desirable standard in developing the multi-function industrial park based on the studies from government officials and related professionals and aims a smooth development of the new park by proposing improved method of the system.
For the achievement of these objectives, the paper propels documentary researches and questionnaire analysis. The questionnaire analysis focuses on the various opinions from the main bodies related to the new park and aims a desirable standard in developing the new park. The questionnaire were given to 4 groups which are professionals such as university professors and researcher, government officials, public development organizations and private firms. The survey was due from March to April in 2007 and 342 questionnaires were collected.
The summary of the study is as followings :
The necessity of multi-function industrial park was mentioned from the 1990s. We could say there were two backgrounds. First, we can point out the increase of the importance for service industry in the production and employment. In other words, the demands for considering both industrial production and service has increased. Second, we can point out the importance of technological innovation for economic growth. Therefore, there is a strong need for thses technological innovation support facilities such as Universities or research institutes, to be located in the same spot not only for lands for production facility.
The questionnaire survey results agreed with the development of the new park. But different opinions are shown in the sections such as who's going to be the developer and how big the park will be.
First, they suggest above 1㎢ for the appropriate development scale of the new park. Currently the minimum scale for the development of industrial park is 30thousand ㎡, but it needs a bigger area to locate various facilities.
The first facilities to move in resulted to be enterprises and research institute, venture parks and Universities. In the other hand, convenient facilities, tourism park and hotels were not included in the list.
For successive development of the new park, they first pointed out high transportation accessibility and infrastructure construction followed by inexpensive land cost. Typically, such areas with high accessibility has high land costs. Therefore, strategies for high transportation accessibility and inexpensive land cost will draw to a successive development of the new park and that means there are needs for local government support.
They all agreed that central and local government should lead the development of the new park. Specially, they pointed out that the central government should lead the development rather than the local government based on the finance ability.
For an active development of muti-function industrial park, the development system must be improved based on these surveys. Specially for the development of the new park, the government has to lead the project rather than private firms and the scale must cover the economical conditions. Also the related systems must be fixed enlarging the government support together with alleviation of land use controls related to industrial park development.
This paper gathers various opinions about the development of multi-function industrial parks and based on this opinions it aims to provide a desirable development method. Therefore there will be limits on connecting the results of this paper to systematic improvements. However, based on the thesis that successive improvement of the system is based on the various stakeholders' opinions, this paper will work as a basic information for promoting system improvements in developing multi-function industrial parks in the future.
