It is the time of reform. The government has tried to reorganize its structure on the basis of the market system. In the new system, the public officials have to complete each other. Their salary will be determined according to their performance. It is very important to graft the market mechanism into the public sector. However it is also important to understand the motivators of public officials.
The public officials are motivated by the utilitarian factors such as salary as well as normative factor such as their willingness to servicefor the society. With the reform movement, the government tries to move the officials through the utilitarian factors. The basic assumption is that high performance will be payed more. However, comparing to the private sector, the government does not have enough financial resources. It indicates that it has to depend on the other factor to motivate the officials.
This paper mainly find out the impact of the normative factors on the public officials' behavior on the job through an empirical research. According to this study the officials normative organizational commitment is one of the critical factors in terms of determining the officials' job behavior. Also the officials normative organizational commitment is determined by the job characteristics and the leadership of the organization.
This study suggest work redesign and training the leadership skill of the high lank officials for enhancing officials' normative organizational commitment. Therefore, along with restructuring the government, the work redesign and training the officials of the public sector have to be considered.
