Public property assets owned by local governments must always be managed efficiently so as to create a source of municipal revenue and to enhance the welfare of the local people as public lands are owned and used by all the residents. As local autonomy has drummed up an interest in utilizing public property assets to generate profits, the public orientation has shifted away from the maintenance and preservation towards the diversified use of public property. This has resulted in limited but positive change in relevant policies in a way that facilitates the efficient management of and the profit-making from public property assets. Yet the problems persist caused by their mismanagement, undermining the public to lose trust in the authority and making people constantly file complaints. Thus, this study aims to make suggestions to restore the trust and to help the efficient and active use of public lands.
To this end, I analyzed relevant literature and laws and looked into the actual policy cases of public land management by Unified Changwon City. In doing so, I have found out problems inherent in the policy and put forth the suggestions. Heads of local governments must establish and get the approval from the city council the plans regarding the obtainment and disposal of public land (public land management plan) every year. However, the period is not clearly fixed. Constant change of annual plans have caused complaints from local residents. Analyzing these cases, I have found the following problems that arose from public lands that failed to be used and the change of names of the office in charge of public land as the city was formed by integrating three different administrative districts.
First, constant change of annual plans of public lands have caused the public's trust in the local government. The annual plans must pass through the local council as a result of the efforts to devolve the right of the use and disposal of public lands to the local council, recognizing the importance of the local autonomy principles.
Second, large portions of public lands remain wasteland although it is important to use them productively guided by long-term plans.
Third, the city's budget is being wasted as Unified Changwon City failed to change the name of the office in charge of public lands in a uniform manner.
The problems of public land property and recommendations in Changwon City example are as follows.
First, in order to improve the truth which has dropped because of frequent plan change of public property management, we need a systematic procedures, such as Public Property Management Discussion Committee so that citizens could participate in management plan procedures directly. If you change the management plan, we have to minimize the changes by strengthening the responsibility of the council. In advance, we should improve the system for effectiveness of audit towards the local government and make a variety of fields professionals take part for the enhancement of professionalism of local government Parliament. If so, the elements of dispute would be reduced.
Second, we need a system which individual professionalism can strengthen through education & training of public servant and expand the number of professional instructor in order to manage neglected public property effectively
We also need a education voucher system which selects alternative operation way and expand the selective education chances. Besides, we need to think the way of increasing the value of public land property use. by attending the good example presentation for local government budget utilization in other cities or adopt award practices.
Third, the exact use of National, Public Property Agency could obtain truth to national people and central government comprehensive reorganization could make the expectation of budget cut for local government and national& public property management if active central government consult, the unity of administrative districts-integration City and the name change can be implemented at the same , time, was made, after full consultation with the Office of Legislation or Court Administration..
This study wants to dedicate to the expansion of economic usefulness value and the supply of benefit and convenience for local goveernment and/or all citizens through more efficient and active management of public land property.
