19세기 말 개화파의 자유주의 사상 = 『독립신문』을 중심으로

국문 초록 (Abstract)

우리나라에 있어서 자유주의 사상은 19세기 말 개화파에 의해 소개되었다고 할 수 있다. 이들은 천부적 권리로서의 자유와 생명, 재산에 관한 권리를 주장하였으며, 그동안 천대되어 왔던 상업의 지위를 현저히 승격시켰고, 유학의 가르침에서 벗어나 ‘이익 추구’에 대해 가치를 부여하였다. 또한 이들이 주장한 ‘독립’은 본래 청의 간섭에서 벗어난 것을 의미하지만, 백성들이 의타심을 버리고 경제생활을 함으로써 자립해야 한다는 의미로 더 빈번하게 쓰이고 있다. 이런 의미에서 이들은 ‘독립’되지 못한 양반을 비판하였으며 근면하게 일을 하여 이익을 창출하는 새로운 인간상을 제시하고 있다. 그러나 백성들의 정치적 참여나 저항운동은 반대하며, 민권, 민본은 양반이나 정부를 비판하기 위해 또는 자신들의 주의 주장을 내세우기 위한 동원의 수단으로 활용하였다. 이렇듯 우리나라 초기 자유주의 사상을 보면, 그것이 갖는 여러 가지 개혁적 내용에도 불구하고 엘리트주의적 요소를 갖고 있으며 민을 통치의 주체가 아닌 대상으로만 파악하고 있음을 알 수 있다.

다국어 초록 (Multilingual Abstract)

Western liberalism was introduced in Korea by kaehwapa, a group of people who tried to achieve western-style civilization in Korea when Chinese civilization had great influence at the time. They informed Koreans about ideas such as 'liberty' and 'right' which were absolutely strange concepts to them. They stressed the importance of people's rights to have their own properties and the value of commerce, which were key concepts of liberalism. They also raised the issue of 'profits,' arguing that they even had moral value, which is necessary to increase a nation's wealth. 'Independence,' which originally meant 'to be free from Chinese intervention,' also meant 'to achieve economic self-sufficiency.'
But Korean liberals distrusted the common people and thought that they did not have an ability to change their society. People's rights, Korean liberals insisted, were for the individual ─ especially elites.
