The assessment performed in this paper are concerned primarily with evaluating a set of criteria on the basis of life and culture considerations. There IS increasing recognition about life and culture values in evaluating roadway proposals. In particular. the early information on potential impact and life-culture viewpoints has become apparent; attempt to respond to mitigate adverse life-culture effects by modifying completed proposals appear to the be both costly and relatively ineffective. Moreover.
there is a clear-cult need to tie together life and culture data in defining roadway systems. so that choice made reflect the life-culture knowledge gained in the evaluation process.
In short. the overall evaluation process through which life and culture considerations are thought into transport planning and evaluation is as important as the other travel-related criteria used for predicting impacts. What is needed is a framework for planning and design of roadway projects in which life and culture considerations are integral components of the planning and evaluation process.
