The concept of entrepreneurship would be applied to all public officials who are contributing to policy innovation as being applied to political leaders in the filed of public policy. This study is to examine the innovation policy process on the cafeteria benefits plan for public sector from 2000 to 2005 and the strategy of policy entrepreneurs related to promotion or restriction factors at creation, design, and implementation steps. This study found 1) financial factors and problem definition strategy at all steps, 2) intergovernmental relations and political opposition factors, and policy debating formation strategy at design and implementation steps, 3) policy networking strategy at creation and design steps, 4) building coalition strategy at implementation. This study is significant as an empirical study in the field of factors and strategy for policy innovation.
