우리나라 정부의 정책평가방법에 관한 개선방안 연구

  This study aims to analyze the problems with program evaluation methods, which are used in the Korean government agencies, and to search for an improved approach to evaluation. To this end, a case study approach is adopted to do in-depth analysis of evaluation methods used in the typical evaluation institutions within the government. The case study is done based upon an analytical framework, which is drawn from theories of evaluation methods. In addition, from a comparative perspective, cases of some advanced countries in program evaluation are used not only to pinpoint major problems with the Korean government agencies approaches to program evaluation, but also as a ground for solving the problems. This comparative approach is useful in case no empirical data are available for verifying the findings.
  It is found from the comparative analysis of evaluation methods used both in Korean and advanced countries government agencies that program evaluation in most of the Korean government agencies tends to focus on analysis of program implementation activities, almost ignoring impact analysis. In addition, such evaluation methods fail to solve the threat to validity problems. Furthermore, most of evaluation methods used in the Korean government agencies appear to be lack of scientific feature.
  To solve the problems with evaluation methods mainly used in the government agencies, this study suggests that it should be necessary to redefine the concept of program evaluation, to change from activity-focused evaluation to program-focused evaluation, to set up the evaluative information management system for doing an evaluation based upon empirical data, to activate in providing to the public servants responsible for evaluation education and training of evaluation methods, and to do a meta-evaluation of evaluation methods used in the government agencies.
