지목제도의 개선에 관한 연구 : 서울시 노원구와 경기도 여주군을 중심으로 = A study on the improvement of land category system

국문 초록 (Abstract)

지목은 지번, 면적, 경계 등과 함께 필지를 구성하는 기본요소이며 토지의 사용 용도를 결정하는 지적정보로써 토지의 상품성이 강조되는 현대 사회에서 지목은 지가를 결정하는 중요한 요소가 되므로 지목의 설정과 등록을 국가가 사실심사주의에 의해 결정하고 관리하며, 한번 설정된 지목을 변경하는 경우에는 엄격한 통제를 받게 된다.
21세기의 급속하게 변화하는 사회구조는 다양하고 복잡한 용도의 토지공급을 요구하고 있다. 그러나 지목제도는 100여 년 전 지적제도의 창설 당시에 비해 크게 변화된 것이 없어 현대 지적정보사용자의 다양하고 신속하며 정확한 정보제공 욕구를 충족시키지 못하는 실정이므로 이러한 문제점 해소와 사용자의 편익을 위해 지목제도의 개선방안을 제시하였고, 그 필요성을 증명하기 위하여 서울시 노원구와 경기도 여주군을 중심으로 지목에 대한 실제 사용 현황을 조사하여 분석하였다.
지목제도의 개선을 위해서 법률적 측면에서 지목등록의 통일과 지목분류체계의 개편, 행정적 측면에서 입체지목의 도입과 지목유형의 확대, 기술적 측면에서 지목명칭의 단순화와 자유축척제도의 도입이 필요하다는 결과를 얻었다. 토지의 실제 사용 현황을 조사?분석하여 지목불부합도를 확인하였고 지역별 토지이용현황 분석에서는 도시지역에서 토지가 다른 용도로 이용되는 현상이 많이 발생하였으며, 지목별 토지이용현황 분석에서는 “전”과 “답”의 토지가 다른 용도로 이용되는 비율이 높았고, “대”의 경우 토지의 사용용도와 형태가 다양하게 분화되어 있음을 확인하였다.

다국어 초록 (Multilingual Abstract)

A land use category is an essential part which composes of land parcel along with parcel number, area and boundary. Also it is an important cadastral information contains land use. Especially in today's society a land has been regarded as a commodity, a land use category is an essential factor which influences on the land value. Therefore the land use category is determined and registered by the nation based on the substance investigation principle and the registered land use categories are strictly restricted in changing.
A rapidly changing social structure in the 21st century demands a diverse and complex supply for land use. Although the land use category system in Korea was created one century ago, few things have been improved. Therefore the current system is not able to meet users' demands for a rapid and accurate cadastral information provision.
In this research a land use category system improvement is proposed for resolving the above problems and promotion the cadastral information user's convenience. In order to verify the necessity, a case study on real land use investigation is conducted at the area of Seoul Nowoon district and Gyeonggi Yeoju-gun.
From a legal perspective a unification of land use category registration system and a restructuring of land use category classification and from a administration perspective it is analyzed that a three dimensional land use category system and a diverse land use category type development should be addressed. From a technical point of view it is turned out a land use category name simplification and a scale-free mapping system should be introduced.
From the results of a real land use investigation, a land use category inconsistent problem confirmed. In a regional analysis, the category inconsistent problem is more serious in urban area land and in land use category analysis it is turned out the ratio of land use category inconsistency is higher in a patch and a rice paddy areas. It is also confirmed that in building areas the land is used diversely compare to other areas.
