According to local autonomy, the police system has been partially implementing the autonomous police system. Among the proportions of autonomous police affairs, the role of traffic police is closely related to the safety of local residents. Most of the authoritarian acts of autonomous police toward local residents in local autonomy originate from traffic police affairs. It is questionable whether the role of traffic police should be applied to autonomous police affairs as it was in the national police era in order to achieve the institutional purpose of the autonomous police system. The autonomous police system is a system to achieve the purpose of providing safety and security services to local residents, and the role of traffic police affairs should also be organized in accordance with the safety and security services of local residents. The current legal system simply grants authority to autonomous police agencies for traffic police affairs among police affairs, but grants authority to local autonomy without evaluating the suitability of local autonomy for the role of traffic police affairs. Therefore, this study analyzed how the role of traffic police, which is not a national police agency but an autonomous police agency, should change to fit local autonomy.
If autonomous police agencies move away from the simple role of police affairs and approach it from the perspective of a public safety service that fits local autonomy, the role of traffic police should change. Traffic police is an autonomous police service performed by autonomous police agencies, and its role should change from simply being a power crackdown to a new regional security.
This study presented traffic police affairs according to the changes in the role of traffic police in response to the introduction of the autonomous police system and the demands of the times, such as local autonomy.
