      Relationships among organizational culture, CEO leadership, and organizational innovation in local public enterprises show the major findings summarized as follows:
      First, it seems to prove empirically that organizational culture has an effect on organizational innovation. It shows that organizational culture has significant impacts on the decision making for both adopting and implementing organizational innovation.
      Second, it also reveals that CEO's transformation leadership and transactional leadership have significant impacts on adoption, implementation and outcome of organizational innovation.
      Third, it also suggests that the rationality factor rather than the legitimacy factor consistently shows actual significant impacts on the willingness to do innovation implementation, the innovation outcome, and the organizational overall performance.
      Lastly, it shows that the outcome of management rationality has an significant impact on the organizational performance. But the result of the government policy observance by the legitimacy factor has a negative impact on the organizational performance. These result of this study implies that government policy should change for local public enterprises in relation to the innovation outcome and organizational performance in the future. It is recommended that the government policy should focus more on the 'software' approach such as the organizational culture and CEO leadership than the 'hardware' approach such as the organizational structure.

      Relationships among organizational culture, CEO leadership, and organizational innovation in local public enterprises show the major findings summarized as follows:
      First, it seems to prove empirically that organizational culture has an effect on organizational innovation. It shows that organizational culture has significant impacts on the decision making for both adopting and implementing organizational innovation.
      Second, it also reveals that CEO's transformation leadership and transactional leadership have significant impacts on adoption, implementation and outcome of organizational innovation.
      Third, it also suggests that the rationality factor rather than the legitimacy factor consistently shows actual significant impacts on the willingness to do innovation implementation, the innovation outcome, and the organizational overall performance.
      Lastly, it shows that the outcome of management rationality has an significant impact on the organizational performance.
