고속도로 Express Lane 설치 효과에 관한 연구 - 서울외곽순환고속도로 계양-장수 구간을 중심으로 - = A Study on the Operation Effects of Freeway Express Lane - Focused on Gyeyang and Jangsu Segments in a Beltway Around Seoul -

This study was focused on evaluating an alternative for solving traffic congestions in express ways, by operating separated express lanes for longer traffic trips. Aa a study test bed, Seoul belt way as chosen because the expressway section has been used by shorter trip users. In a study, an operation with express lane was proposed as an alternative to lessen the congestion. Three scenarios were identified for a microscopic simulation analysis and each of them was evaluated compared to other scenarios.
This paper reviewed the application examples on express lane and suggested a way to install a separated express lane. It also examined the traffic patterns, speeds, volumes, origin and destination(OD), and geometric characteristics. These traffic and geometric data were used as inputs for building simulation networks. Scenarios were identified to evaluate the performance of express lanes when the road and traffic conditions at the test bed were changed. A microscopic model VISSIM 5.0 was used for this study because it can simulate the individual vehicle movements, and vehicle and road interactions. The results showed that express lane was useful for improving the operation for longer trip users, but not shorter trip users. When considering an express lane operation, this study suggests that alternative routes to signalized intersections be prepared. More vehicles will try to transfer to the signalized intersections for reducing travel times and these can result in traffic congestions at signalized intersections. Therefore, the operation of signalized intersections should be improved simultaneously when considering the express lane operation in near future.

국문 초록 (Abstract)

본 연구는 고속도로의 지․ 정체 완화 방안으로 차로를 장거리 통행자를 위한 Express 차로와 단거리 통행자를 위한 일반차로로 구분하여 운영하는 방안을 검토하였다. 서울외곽순환 장수-계양 고속도로 구간이 단거리 통행량이 많아 Express 차로를 설치하여 운영하였을 때 효과를 분석하는 데 적합하다고 판단되어 분석구간으로 정하였다. Express 차로 효과를 평가하기 위해 3개의 시나리오를 구성하였으며, Up/Down Ramp 설치 유무에 따른 영향을 분석하였다.
본 논문은 우선 Express 차로에 대한 기존 운영사례를 분석하여 대상구간에 적합한 운영방식을 고찰하였다. 서울외곽순환 장수-계양 고속도로 구간의 지․ 정체 발생 요인 및 통행 패턴을 파악하고, 통행 속도, 교통량, O/D를 분석하여 기하구조 및 교통현황을 분석하였다. 이는 대안별 시나리오 입력 자료로 활용되었다. 도로 및 주변 여건의 변화를 고려하여 3개의 시나리오를 설정하였으며, 미시적 교통시뮬레이션 모형인 VISSIM 5.0을 활용하여 시나리오의 시행에 따른 효과 분석을 실시하였다. 분석 결과, Express 차로를 시행할 경우에 고속도로에서 하부도로로 전환되는 교통량의 수준을 예측하고, 이러한 전환 교통량이 하부도로에 영향을 미치지 않도록 하부도로 개선이 필요한 것으로 나타났다. 따라서 Express 차로 운영 시 하부도로를 이용하는 차량 증가에 대한 하부도로 정비 및 신호운영 개선 등의 노력이 필요하다고 판단된다.
