중일전쟁 이후 조선총독부의 『敎科書編輯彙報』 발간과 ‘國史’ 교육 방침 = Itemized Collection of Edited Textbook and ‘National History’ Education Policy of the Japanese Government General of Korea after the Second Sino-Japanese War

The Japanese Government General of Korea utilized as guide and tool for Japanese colonial policy through publishing Itemized collection of edited textbook(敎科書編輯彙報) from 1938. At first the governmental general planned to issue twice per year but sometimes issued 3 times in 1940 and 4thtimes in 1941. There was the regulation of issuance but issuance of the collection is known to happen fluidly according to the time without sticking to the regulation.
The collections of edited textbooks can be found with all 12 books from Vol.1 to Vol.11 and additional Vol.13. Vol. 12 and 13 are attached to ‘Geography Special’ and Vol.8 to Vol.11 are ‘Elementary Special Volume’. At that time they were made up newly based on system and contents tailored to the issuance of textbook of the related subject and change in educational policy.
The collection attracting attention with regards to ‘History’ education among the itemized collections of edited textbook are Vol. 3 and Vol. 6. Vol.3 issued in April 1939 contained the characteristics of history geography and history textbook and time and textbook distribution according to the point of Joseon Education Ordinance announced 1 year ago. Vol.6 is composed by Editorial Department of Education and Management Bureau in honor of issuing after revising Elementary National history for 5thgrade.
Announcing revised Joseon Education Ordinance in late 1930s, publishing textbook accordingly and issuance of the itemized collection of edited textbook is crucial in terms of showing the procedure of educating Japanese Colonial Policy of by the Japanese Government General of Korea in detail.

국문 초록 (Abstract)

조선총독부는 1938년부터 『교과서편집휘보』를 발행하여 황국신민화 교육을위한 지침서 및 도구서로 활용하였다. 처음에는 매년 2회 발행을 계획했으나 1940 년 3회, 1941년에는 4회 발행되기도 했다. 발행 규정이 없었던 것은 아니지만, 그것에 얽매이지 않고 ‘시국’에 따라 유동적으로 발행하였다.
지금까지 확인된 『교과서편집휘보』는 모두 12권으로, 제1집부터 제11집까지, 그리고 제13집 별편이 남아 있다. 『교과서편집휘보』 제6집은 ‘국사특집’, 제7집은‘지리특집’, 그리고 제8집부터 제11집까지는 ‘국민학교특집’ 등의 부제가 붙어 있다. 당시 해당 과목의 교과서 발행과 교육정책 변화에 따라 체제와 내용을 새롭게 구성한 것이었다.
『교과서편집휘보』 중 ‘국사’ 교육과 관련하여 주목되는 편은 제3집과 제6집이다. 1939년 4월 발간된 제3집에는 1년 전 발포되었던 개정 조선교육령의 취지에 따라 당시 『국사지리』와 『국사』 교과서의 특징, 그리고 시간 및 교재 배당 등의 내용이 담겨져 있다. 제6집은 『초등국사』 5학년용의 개정 발간을 맞아 조선총독부 학무국 편집과에서 특별히 구성한 것이었다.
1930년대 말 개정 조선교육령의 발포와 그에 맞춘 교과서 발행, 그리고 『교과서편집휘보』의 발간은 조선총독부의 식민지 황민화교육 시행 과정을 구체적으로 보여준다는 점에서 중요하다.
