Amid ongoing globalization and digital circulation, artistic discourse and cultural memory increasingly extend beyond national and
regional boundaries. These transformations raise fundamental questions about how artistic achievement is institutionalized and
how the interpretation and management of artist heritage are negotiated within specific cultural contexts. Against this background,
artist museums have come to function as important cultural institutions in which an artist’s life, works, and associated memories and places
are selected and authorized through public narratives and institutional structures.
Since the 1990s, many Korean artist museums have shifted from privately initiated commemorative spaces toward more institutionalized
entities linked to local cultural policy. While their organizational forms have expanded, notable variations remain across cases in founding bodies,
locality, and interpretive authority.
In particular, some artists’ legacies have been distributed across multiple regions and institutions, forming multi-site configurations
in which issues of representation, institutional responsibility, and governance conflict are repeatedly articulated through media discourse.
Focusing on Korean artist museums dedicated to second-generation modern artists, this study examines how individual artistic
memory is gradually reconfigured as public heritage through institutional processes. The analysis is structured around three
analytical dimensions—identity–narrative, locality–networks, and institution–governance—and examines how differences in locality
type(local, affiliated-local, non-local), founding body(private-led, public–private hybrid, public-led), and multi-site arrangements shape
divergent institutional outcomes.
The analysis is informed primarily by Laurajane Smith’s concept of Authorized Heritage Discourse, which provides a lens for examining
how official artist narratives are institutionally authorized. This perspective is complemented by a critical realist approach that draws
attention to the interaction between institutional structures, social actors, and governance practices. Conflict-management theory is further
used as a supplementary perspective to interpret how tensions among local governments, artist families, professionals, and local
communities are negotiated or prolonged within governance arrangements. Methodologically, the study adopts a qualitative, descriptive
multi-case approach based on publicly available materials, including exhibition texts, scholarly literature, institutional documents,
policy regulations, and media sources. The developmental trajectories of each case are analyzed through a four-stage
model—initiation, transition, expansion, and consolidation—to enable comparative temporal analysis.
The findings suggest that differences in locality, founding structure, and multi-site configuration produce distinct patterns across
the three analytical dimensions.
Notably, in cases where an artist’s legacy is dispersed across multiple institutions, recurring conflicts emerge concerning role
differentiation, interpretive authority, and operational responsibility.
Rather than treating Korean artist museums as fixed commemorative outcomes, this study understands them as evolving heritage
governance processes, shaped by institutional authorization, negotiation among actors, and the practical enactment of memory and place.
By proposing a comparative analytical framework and highlighting the challenges of multi-site artist heritage, the study offers both
scholarly and practical implications for the future development of artist museums in Korea.

글로벌화와 디지털 환경의 확산은 예술 담론과 창작 활동이 국가와 문화권의 경계를 넘어 전개되는 조건을 형성하였다. 이러한 변화는 한국미술이 작가의 예술적 성취를 어떠한 방식으로 제도화하고, 유산을 누가 해석하고 관리할 것인가라는 구체적인 문제를 동반해 왔다.
이러한 맥락에서 작가미술관(artist museum)은 예술가의 삶과 작품, 이를 둘러싼 사회적 기억과 장소성이 공적 서사와 제도 구조 속에서 선별과 조정 및 승인이라는 과정을 거쳐 제도화되는 과정을 분석하는 핵심적인 문화 제도로 자리 잡았다. 한국의 작가미술관은 1990년대 민간 주도 설립을 출발점으로, 2000년대 이후 지방자치단체의 문화 정책과 결합하며 제도적 외형을 갖추었으나, 설립 주체와 지역, 운영 책임을 둘러싼 해석의 일관성은 사례별로 차이를 보였다. 특히 일부 사례에서는 하나의 작가 유산이 여러 지역과 기관에 분산되는 다중 거점 구조가 형성되었고, 이 구조는 협력보다는 대표성 경쟁과 거버넌스 갈등이 언론 보도를 통해 반복적으로 서술되는 양상으로 확인된다.
본 연구는 이러한 문제의식에 따라 한국 근현대 2세대 미술가를 기념하는 12개 작가미술관을 대상으로, 작가의 개인적 기억이 공적 유산으로 전환되고 제도화되는 과정을 중심적으로 검토한다. 이를 위해 정체성–내러티브, 지역성–관계망, 제도–거버넌스의 세 분석 축을 설정하고, 연고지 유형(연고지, 유사 연고지, 비연고지), 설립 주체 유형(민간 주체, 민관협력, 공공 주도), 다중 거점 구조가 각 축에서 어떠한 차이를 만들어내는지를 검토하였다.
이론적 틀로는 로라제인 스미스(Laurajane Smith)의 공인된 유산 담론(Authorized Heritage Discourse)과 스크레데와 홀렐란드(J. Skrede & H. Hølleland)의 비판적 실재론(Critical Realism)을 분석의 기준으로 설정하였다. 공인된 유산 담론은 작가미술관에서 형성되는 공식 서사가 어떻게 제도적으로 승인되는지를 설명하는데 유효하지만, 실제 운영 과정에서 드러나는 행위자 간 갈등과 조정의 역동성을 충분히 포착하지는 못한다. 이에 비판적 실재론을 통해 제도, 행위자, 사회적 관계가 중첩되는 조건을 분석하고, 갈등관리 이론을 보조적으로 적용하여, 지자체, 유족, 전문가, 지역사회 간의 충돌이 어떠한 방식으로 관리되거나 장기화하는 양상을 검토하였다.
연구방법론으로는 질적 서술에 기반한 다중 사례연구를 채택하였다. 분석 자료로는 전시자료, 연구와 비평 문헌, 운영 관련 공문서와 조례, 언론 자료 등 공개자료를 활용하였으며, 각 사례의 형성과 전개 과정을 출발-전환-확장-심화의 네 단계 발전 모델로 구조화하여 시간적 비교가 가능하도록 정리하였다.
사례 분석 결과, 연고지 유형, 설립 주체 구성, 다중 거점 구조의 차이는 정체성-내러티브, 지역성-관계망, 제도-거버넌스의 세 분석 축 전반에 걸쳐 서로 다른 양상으로 반영되었다. 특히 하나의 작가 유산이 여러 기관과 지역에 분산된 다중 거점 구조에서는 거점 간 역할과 위상의 조정, 해석 권한과 운영 책임을 둘러싼 갈등이 반복적으로 확인된다.
본 연구는 작가미술관의 제도화 과정을 단선적인 설립 및 운영의 결과가 아니라, 제도적 승인, 행위자 간 조정, 장소성과 기억의 실천이 중첩되는 유산 거버넌스의 과정으로 규정한다. 이를 통해 한국 작가미술관을 공인된 유산 담론과 비판적 실재론의 관점에서 분석한 실증적 사례를 제시하고, 다중 거점 작가 유산의 조정과 협력, 연구·아카이브·교육 기능을 포함한 협력형 거버넌스 모델의 필요성을 도출함으로써, 향후 작가미술관 제도의 개선과 발전 방향에 대한 학문적, 실천적 시사점을 제시한다.
