The purpose of this study is to investigate the development strategies far prosperity of farming and fishing communities. On the whole, tourism development of coral regions has not substantially contributed to farnung and fishing communities. Because residents are excluded from participation and investment in process of tourism development, the effects of development leak out of the region. Therefore, this paper focuses on the method of acquiring self-reliance of farming and fishing communities. One of the alternative tourism for self-reliance is to make the best of the strategy of selective spatial clausure that makes a choice of capital and manpower far self-reliance.
