노숙인정책에 대한 ‘주거우선’ 적용을 위한 정책과제 - 서울시를 사례로 - = Transforming the Homelessness Policy by Housing First Approach - The case study of Seoul -

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explore the necessity of housing first approach, taking the Seoul homelessness policy as an example, and to derive constraints and policy agendas in applying the housing first approach. For this purpose, this study conducted a literature study, an analysis of raw data from the homeless survey, and advisory meetings. The decrease in the number of homeless people in Seoul has slowed in recent years, and avoiding facilities by homeless people was confirmed. In addition, not only economic problems, but complex service needs are intensifying. It is necessary to critically review whether the policy so far is still effective. Therefore, this study suggested the need to adopt the housing first approach as an alternative. However, the long-established institutional factors are hindering progress toward the housing first approach. In conclusion, first, if the housing first approach is to be adopted, the existing facility-centered support system should be converted into a housing-centered support system. Second, the supply of public rental housing should be increased. Third, support services should be improved in cooperation with the local welfare system. Finally, it is necessary to establish a new governance structure that promotes cooperation between the housing and welfare departments.

국문 초록 (Abstract)

본 연구는 서울시 노숙인정책을 사례로, 주거우선 접근의 필요성을 검토하고, 주거우선 접근을 적용하는 데 있어서 제약요인과 정책과제를 도출하는 것을 목적으로 설정했다. 서울의 맥락에서 볼 때, 노숙인 감소세는 최근 들어 둔화되었으며, 노숙인의 시설 기피 현상도 확인할 수 있었다. 또한 최근 3년 사이에 장애가 있거나 신체적･정신적 질병을 가지고 있는 노숙인의 비중이 늘어나는 등 단순한 경제적 문제뿐만 아니라 복합적인 서비스 소요가 더욱 강화되는 경향을 보이고 있다. 곧, 외환위기 이후 노숙인 규모는 크게 줄었지만, 과거의 정책수단이 현재도 유효한지 비판적인 검토가 필요한 상황이 되었으며, 본 연구는 주거우선 접근을 채택할 필요가 있음을 제기했다. 하지만, 오랜 기간 고착화된 시설 중심의 지원체계, 양적으로 부족한 공공임대주택 공급, 지원서비스 운영체계 미흡, 주택부서와 복지부서의 협력 부족 등은 주거우선 접근으로의 진전을 가로막는 요인으로 파악했다. 따라서 주거우선 접근을 본격적으로 채택하고자 한다면, 기존 시설 중심의 지원체계를 주거우선 접근이 핵심적인 역할을 할 수 있는 지원체계로 전환하고, 노숙인 대상 공공임대주택의 공급량을 획기적으로 늘리며, 지역복지체계와의 협력 하에 지원서비스를 정비하는 노력이 필요함을 제안했다. 더불어 이 과제들이 원활히 추진되기 위해서는 주택부서와 복지부서의 협력이 가능할 수 있는 새로운 거버넌스 구조를 모색할 필요가 있음도 주장했다.
