This study examines Dell China’s market entry and strategic evolution to explain how a multinational enterprise applies home-country competitive advantages to a foreign market and subsequently adjusts them to local market and institutional conditions.
Using a case study approach, this study analyzes Dell China’s development from its entry into China in 1995 to 2026. It draws on corporate materials, annual reports, industry and market reports, news articles, previous studies, and interviews with Dell China practitioners and industry professionals. The analysis applies the OLI paradigm, evolutionary economics, localization strategy, institutional theory.
The findings are as follows. First, Dell’s initial entry can be explained through the OLI paradigm. Its direct sales model, BTO system, supply chain management, and customer management capabilities constituted ownership advantages. China’s market growth and production and procurement base provided location advantages, while Dell’s direct control over sales, production, and customer service reflected internalization advantages. The direct sales model was effective in the B2B market but less suitable for the B2C market, where offline purchasing and regional distribution networks remained influential. Second, Dell China retained its direct sales model while gradually expanding distribution channels, production, procurement, service, and enterprise solutions. This process represents evolutionary local search, through which Dell preserved its core strengths while adapting incrementally to local conditions. Third, after acquiring EMC in 2016, Dell China shifted further toward enterprise solutions, data centers, cloud services, AI infrastructure. Meanwhile, U.S.-China technology tensions, supply chain restructuring, and government procurement policies favoring domestic suppliers constrained its expansion. Fourth, as of 2026, Dell China is undergoing strategic repositioning. Demand for AI PCs, AI servers, and data infrastructure offers new opportunities, while the local AI ecosystem, regulatory requirements, domestic substitution policies, and supply chain uncertainty remain major constraints. Its future competitiveness will depend on effective localization and institutional adaptation in high-value-added business areas.
This study shows that multinational enterprises’ foreign market strategies should be understood not only through initial entry decisions but also through post-entry learning, incremental adjustment, localization, and institutional adaptation. It also suggests that firm-specific advantages become effective competitive advantages only when aligned with local market and institutional conditions.
