한국의 NGO연구: 이론적 쟁점과 과제 = NGO Studies in Korea: Theoretical Debates and Prospects

국문 초록 (Abstract)

70-80년대 민주화투쟁과 더불어 성장해온 한국시민-사회운동의 구심체는 이제 NGO운동으로 새로운 전기를 맞이하고 있다. 이러한 NGO시대는 다음과 같은 특징을 나타내 주고 있다.
① 시민단체, 시민운동단체 등의 용어가 NGO로 통일되는 현상
② 전통적 민중운동의 퇴조와 NGO의 양적 질적 급성장
③ NGO의 지구적 이슈에 대한 관심 증대와 국제적 활동 증가
④ 연대, 혹은 네트워크형의 활동양식
이러한 NGO 급성장의 이면에는 부정적인 모습들도 표출되고 있다. NGO 개념의 혼란과 과잉문제, 일부 NGO들의 성장주의 문제(일부 NGO들은 대형 화, 관료화 되면서 사회적 자원의 독식, 편중현상이 나타나고 있다), 엘리트주의 문제, NGO 지도자들의 도덕적 자질문제가 제기되기도 하였다. 또 NGO의 사회적 영향력이 커지면서 보수진영으로부터 NGO의 사회적 책임성 문제와 이익단체화 문제가 대두되고 있다. NGO연구의 이론적 관심은 NGO와 국가의 관계를 중심으로 NGO의 역할에 대한 논의로 집중되고 있다. 전통적인 다원 주의모델과 신시민운동이론은 NGO의 사회적 역할을 둘러싸고 서로 다른 이론적 입장을 보이고 있다. 한편 세계화와 관련하여 NGO운동을 제도론적인 관점에서 이해하는 새로운 시각이 대두되고 있다. 이른바 ‘협치’ 또는 ‘공치’로 번역되는 거버넌스이론을 말한다. NGO의 다양성과 영향력과 관련하여 앞으로 학계에서는 연구방법론에 대한 천착은 물론 지방사회와 NGO의 관계, 시장 과의 관계, NGO의 공공성과 책임성을 높이기 위한 방안, 비서구사회에서의 NGO운동에 대한 보다 많은 사례연구 축적이 필요하다. 한국사회의 변화와 동태 속에서 한국적 NGO연구는 NGO의 가능성과 한계를 밝히는 이론적 경험적 토대를 구축해야 한다.

다국어 초록 (Multilingual Abstract)

Korean civil movement which has been developed through struggles for democracy in 70s and 80s is now at the cross road to change its characters. NGO has been a new concept standing for new organizational foci for the change in Korean civil movement.
NGO substitutes the concepts of civil organization or civil movement organization these days. As NGO movements rising in numbers as well as in the sense of quality the classical social movements like strong labour movements has been decayed. NGOs are focusing more global issues and their activities are more like internationally connected.
Though their political strength and social power has been growing up remarkably there is a scepticism on their responsibility and accountability as a public entity.Some critics argue that some NGOs act like interest groups lacking any democratic responsibilityand represent elitist interests with the monopolization of agenda setting and quantity-oriented strategy.
Theoretical concerns in the study about NGOs in Korea are concentrated on the issue of their relationship with the role of states. There are some debates among pluralist and neo-social movement theorists on the role of NGOs in society. The governance theorists are presenting more institutionalist and global perspectives. More studies are needed on the issue of the development of NGOs and their political characters in non-Western countries.
More case researches are expected in the field of NGOs studies on their relationship with market, local governments with the methodological clarification.
Studies on Korean NGOs movement will contribute to understand the participatory democracy and the changing role of civil society in developing countries.
