시민사회 그리고 NGO NPO의 개념: 공공성을 중심으로 = Defining NGOs and NPOs: Publicness and Civil Society

국문 초록 (Abstract)

이 글은 ① 시민사회와 NGO NPO의 개념을 둘러싼 혼란의 원인을 규명 하고 시민사회 개념의 올바른 내용과 위상을 밝히며, ② 공공성(publicness) 에 관한 이론적 토론을 통해 NGO NPO의 활동규범과 분류기준을 제시한다.
최근 NGO연구자와 활동가들 사이에 NGO는 진보주의적 정치단체로 한정하여 보고 NPO는 비정치적 사회서비스 단체로 한정하여 보는 경향이 존재한다 (배타적 경향). 아울러 시민사회의 국가 및 시장으로부터의 분리성을 과도하게 강조하는 경향도 존재한다(분할적 경향). 이 글은 이 양 경향의 이론적 취약성과 실천적 빈곤함을 지적한다. NGO와 NPO는 모두 정부기관과 기업을 제외한 시민사회의 일체의 자발적인 공적 결사체(voluntary civil association) 을 지칭하는 것으로, 이 양자는 개념적으로 동일하다. NGO와 NPO를 협소하게 한정하여 이해하는 경향은 1970년대와 1980년대에 전지구적으로 널리 관찰된 반권위주의 민주화운동의 시민사회론과 반복지국가 신자유주의 시민 사회론의 영향 아래 발생하였는데, 이 양 경향은 시민사회의 원래의 개념이 가진 포괄성과 망라성을 자신의 정치적 경향성에 맞추어 재단하고 축소하였 다. 이 글은 NGO NPO 활동의 규범적 기준으로 공공성을 강조하며, 이러한 의미에서의 공공성의 개념을 하버마스와 롤스의 이론을 원용하여 한 단계 구체화시킨다. 아울러 이렇듯 추출된 공공성의 기준(직능적/사회적 공공성, 국가 적/초국가적 공공성)은 NGO NPO 활동의 규범적 가이드라인이며 동시에 극히 다양한 NGO NPO의 유형분류 기준이 되기도 함을 보인다.

다국어 초록 (Multilingual Abstract)

Should NGOs be confined to leftist political associations and NPOs to non-political social service groups? This essays criticizes the positions that tend to narrow the scope of NGOs and NPOs according to their political preferences. Neoliberals prefer the term NPOs and like to confine them to non-political social service groups; on the other hand, progressive groups tend to limit NGOs to progressive and political civil associations. Conceptually, however, NGO and NPO are actually the same, meaning all kinds of voluntary civil associations within the area of civil society.
This essay stresses the critical importance of the concept of publicness for the normative standards of NGO NPO actions. Referring to John Rawls’ distinction between “the rational” and “the reasonable”, this essays argues that central character of the concept of publicness is the notion of “the reasonable”. This essay also outlines typological distinctions between vocational/social publicness and national/ transnational publicness, which can be used for the typology of NGO/NPO.
