This paper focused on current problems of Korean Cyber University, which were law and regulations, strategic cooperation, and teaching and learning methods in the Cyber Universities. Then this paper tried to explore the solutions for improving Cyber University practice. To achieve the purpose, this paper was based on data from four research methods: one-semester class monitoring, online survey, faculty interview and observation, public demonstration of classes focused on instructional design, development and evaluation. As a result, this examination produced several pieces of advice that would contribute to the improvement of Cyber University practice. They were, in large, addressed in terms of three aspects: (1) the revision of rules and regulations regarding Cyber University, (2) the promotion of strategic alliance and cooperation among Cyber University, and (3) the supporting system for improving teaching and learning activity in Cyber University. Under these aspects, many ideas were suggested such as abolition of discriminational rules and regulations, running comprehensive Cyber University portal site, setting up extensive high-quality lecturer pool and so on. The ideas offered a useful starting point of understanding how current problems continues to limit our options to reform for innovative cyber learning culture, and how they has to be changed for better practice of Cyber University. Implications for specific policy and future research were discussed.
