교통물류부문 국정과제 이행 평가

국문 초록 (Abstract)

새정부 100대 국정과제가 발표되었지만 교통물류부문에서 구체적인 항목과 추진방안이 명시되지 않아 이에 따른 실행방안이 불분명하다. 각 부처에서 이에 대한 대안 마련을 통해 국정과제 시행을 위해 노력하고 있지만 시행효과는 불확실하며 추진동력을 잃어버린 실정이다. 100대 국정과제 중 교통물류부문의 항목에 대해 현재까지 추진되고 있는 부분에 대해 평가하고 향후 시행률을 높일 수 있는 대안이 제시될 필요가 있다. 또한, 교통물류부문에서 국정과제의 시행이 어려운 부분은 과감히 수정안을 마련하여 현실적인 대안도 마련하여야 한다.
이에 본 연구에서는 교통부문 국정과제의 추진현황을 살펴보고 성과와 평가결과를 고려하여 향후 시행 가능성을 높일 수 있도록 추진방안을 제시하고 각 과제의 수정방안이나 새로운 국정과제를 발굴하고자 한다.

다국어 초록 (Multilingual Abstract)

The Moon Jae-in administration unveiled a five-year roadmap for sweeping reforms in politics, the economy and welfare in 2017. The State affairs Planning Advisory Committee presented 100 presidential agenda, which has been implemeted by the government as key national projects. However, some of the agenda did not meet the needs of the public and did not achieve the best in the face of the rapidly changing reality.
This study aims to help understanding the presidential agenda in the transportation and logistics sectors and diagnosing key performance through the implementation evaluation. The improvement and adjustment of the presidential agenda are suggested
The outbreak of the COVID 19 in early 2020, has affected a number of sectors in our society, requiring inevitable revision of the national agenda. In order to cope with economic risks deu to the COVID 19 pandemic, the government proposed so-called 'Korean New Deal'. In order to implement the Korean New Deal agenda, the national agenda in the transportation and logistics sector needs to be modified. This includes digitization of transportation facilities, the enactment of the Basic Act on Digital Road Policy in the road sector, and eco-friendly future railroad technology development and so on. It should be utilized for the efficient implementation of government policies by revising the details of national tasks and establishing specific action plans.
This study diagnosed the achivements and limitations of the national agenda, proposing the improvement alternatives that reflect changed social conditions. We hope that various policy measures will contribute to improving the quality of life of the people in the transportation and logistics sector and effectively responding to the changing environment through improvement measures for each task.
