신자유주의 통치성의 계보: 월터 리프먼 콜로키움과 프랑스 신자유주의의 전개 = A Genealogy of Neo-Liberal Governmentality: Walter Lippmann Colloquium and the Rise of Neo-Liberalism in France

국문 초록 (Abstract)

1938년 파리에서 열린 월터 리프먼 콜로키움은 신자유주의의 시발점으로 여겨지는 사건이다. 이 논문은 프랑스 자유주의 전통에 대한 분석과 콜로키움 자체에 대한 추적을 통해 프랑스 신자유주의에 대한 내재적 접근을 수행하고자 한다. 혁명 이후 국가 주도의 발전전략을 채택한 프랑스에서 자유주의 전통은 취약했으며 이에 상응하듯 자유주의 경제학의 발전 역시 미약했다. 월터 리프먼 콜로키움을 전후한 시기에는 전문관료제나 계획화에 호의적인 비순응주의가 강력한 정치적 대안으로 부상했다. 이런 맥락 때문에 월터 리프먼 콜로키움의 진행 과정은 전형적인 신자유주의적 성격을 띤 것이 아니라 시장 자체를 어떻게 재구성할 것인가의 문제에 집중되었다. 모리스 알레 등이 주도한 이후 프랑스 신자유주의의 전개 역시 월터 리프먼 콜로키움에서 제기된 문제의식에서 크게 벗어나지 않았다. 하지만 프랑스 신자유주의의 “특수한” 전개는 신자유주의 통치성의 확대라는 더 큰 맥락에서는 연속성을 지닌 것으로 보인다.

다국어 초록 (Multilingual Abstract)

Walter Lippmann Colloquium held in Paris, 1938 is considered as a pioneering event in the history of neo-liberalism. This article attempts an immanent foray into the French neo-liberalism though tracing both the French liberal tradition and the colloquium itself. The post-Revolutionary France employed a state-centered development strategies, which weakened the liberal tradition and threatened the orthodoxy of classical economics. Surrounding the Colloquium, non-conformism that favored technocracy and planification emerged as a formidable political alternative. This intellectual context drove the Colloquium to the reorganization of the market rather than its glorification in typical neo-liberal literature. The postwar development of neo-liberalism in France, led by Maurice Allais, also conformed to the problematiques of the Colloquium. However, this “heterogeneous” process can be understood in the continuity of the expansion of neo-liberal governmentality.
