레드테이프에서 그린테이프 전환연구 = The Study on Transfer Model from Red tape to Green tape

Public organization scholars over the past decade have shed significant light on red tape in ineffective rules. The purpose of this paper is to examine the study on transfer model from red tape to green tape in the positive function of bureaucracy. It employs the analysis of contents of answers in interview on bureaucrats in the local bureaucracy. According to the result of the analysis, the findings are summarized in four points. That is, I light on a problem-solving action through learning, rational decision of manager, cooperation system establish, stakeholder reaction and problem-solving system of rules and procedure in the transfer factor. Also, it is proposed that there is a necessity for doing a measurement study of transfer factor, with an approach to positive function of bureaucracy. In spite of such possibilities the discussion is the basic argument. Thus, this paper must follow the depths study to the verification of discussion.

국문 초록 (Abstract)

관료제 규칙에 관한 선행연구들은 관료제 역기능과 순기능을 설명하는 레드테이프와 그린테이프에 관한 연구가 진행되고 있음에도 레드테이프가 그린테이프로 전환되기 위해서 어떤 요인이 필요한지 연구는없다. 본 연구는 이러한 점에 주목하고 레드테이프를 그린테이프로 어떻게 전환시킬 것인가에 대해 관료인식을 중심으로 연구하였다. 연구결과에 따르면 첫째, 관료들이 규칙목적을 이해하고 어떤 역할을 하는지 학습이 필요하고 이러한 학습을 통해 규칙개선의 문제해결행동이 수반되어야 한다. 둘째, 관료들은 계층질서속에서 공직생활을 하므로 이들의 행동은 제한적이다. 규칙개선의 권한이 관리자에 있으므로 관리자 리더십 발휘가 중요하다. 셋째, 관료들은 주어진 업무를 우선시하고 업무협조미미, 새로운 업무 맡지않으려는 속성 및 감사대비 업무경향이 있으므로 이러한 행태 개선을 위해서 협업시스템 구축이 필요하다. 넷째, 관료들이 행정서비스 대응에 신속하게 반응하고 비효율적 규칙개선을 위해서 규칙수정시스템설치가 필요하다. 관료제 레드테이프는 학습을 통한 문제해결 행동, 의사결정자의 합리적 판단, 협업시스템 구축, 이해관계자 대응과 문제해결시스템 구성이 결합될 때 그린테이프로 전환된다.
