일본 지구계획의 활용실태 분석을 통한 지구단위계획의 개선에 관한 연구 = The Study on the Improvement of the District unit Planning Analyzing the Practical Use Condition of the Japanese District Planning

The Urban Design and the Detailed District Planning separated are integrated into the District Unit Planning by an amendment to the Urban Planning Law in 2000. The Japanese District Planning(JDP), adapted as district-related planning system in the 1980's, has a similarity to the Korean District Unit Planning(KDUP). For this reason, it is necessary to investigate the characteristics and applications of the JDP with the view of the efficient use of the KDUP.The purpose of this study is to suggest ways of implementing a district unit plan through analyzing systematical characteristics of the JDP, conditions of its nationwide management, and details of application conditions in sample cities, which will then be compared to related planning systems of Korea. Therefore, this study performed comprehensive surveys of the JDP's concepts and its nationwide application. Also, features and the current state of the JDP in the case of two Japanese cities, Yokohama and Sendai, were acquired by a field survey and interviewing personnel in charge of the district unit plan. Based on comparison analyzed results of JDP with district-related planning system and its application cases of Korea, strategies to improve KDUP are suggested in two aspects; a strategy for institutional improvement such as increase of incentive's application, subdivision of urban planning system by planning purposes, and improvement of a municipal corporation's autonomy and citizen participation.

국문 초록 (Abstract)

2000년 도시계획법의 개정으로 그동안 도시설계와 상세계획으로 이원화 되어있던 지구관련 계획제도가 지구단위계획으로 통합·운영되기에 이르렀다. 일본의 지구계획은 1980년에 도입된 지구차원의 계획제도로서 우리나라의 지구단위계획과 많은 유사점이 있어, 지구계획의 특징 및 운용 현황에 대한 고찰은 향후 지구단위계획의 효율적 운용에 많은 참고가 될 것으로 판단된다.본 연구의 목적은 일본 지구계획제도의 개요와 운용 현황 및 사례도시에 대한 세부적인 적용실태를 분석하여 그 특성과 문제점을 고찰하고, 이를 우리나라의 관련제도와 비교·검토하여 향후 지구단위계획의 운용상에 있어서 개선방안을 제시하는 것이gggg다.위와 같은 목적에 따라 본 연구에서는 일본 지구계획제도의 개요와 전국적인 적용실태를 조사하고, 橫浜市, 仙台市를 방문하여 지구계획 관련 담당자와의 면담 및 현지조사를 통해 각 도시에서의 세부적인 지구계획 운용현황과 그 특징을 고찰하였다. 그리고, 여기에서 분석된 내용이 시사하는 바를 고찰하여, 이를 토대로 계획목적에 따른 제도의 세분화, 인센티브 적용의 확대 등 제도적 측면에서의 개선과, 주민참여 및 자치단체의 자율권 확대 등 운용 측면에서의 발전 방안을 제시하였다.
