자유주의 통치성의 출현과 인간안보 = 인간안보에 대한 푸코주의적 접근

다국어 초록 (Multilingual Abstract)

This article attempts to analyze human security with a discourse of liberal governmentality and biopolitics raised by Michel Foucault. Regulatory power based on the liberal governmentality functions differently from the existing sovereign power and disciplinary power. While the latter two seek to either keep individuals under surveillance or impose punishment on them through the logic of permission and prohibition, the regulatory power taking the laissezfair strategy attempts to take care of individuals’s life so as to exercise power more efficiently. To meet this objective, the regulatory power takes two apparatuses of security such as police related to social welfare within its territory and military-diplomacy for international balance of power. The concept of human security is closely connected to the liberal regulatory power. In particular, with neoliberalism dominating in the global scale, Human security capitalizes on the neoliberal strategy. That is, neoliberal human security emphasizes the importance of subjects’ responsibility for their life and simultaneously takes a strategy of exception to those who are not able to live on their own behalf. Against such neoliberal human security, alternative strategy should be what extends the scope of social welfare system.
