법인보육의 현실과 발전과제

국문 초록 (Abstract)

사회적 변화와 발전에 맞추어 이들에 대한 배려나 존중 없이 보육 정책(시설별 지원에서 아동별 지원으로)을 급변시켜왔다. 그로 인한 법인보육의 현실과 그 발전 과제를 다음과 같이 제시 하였다.
첫째, 공보육의 주도는 민간보육 중심이 아닌 공공보육시설(국공립, 법인) 중심으로 이루어져야 한다.
둘째, 사회복지법인인 법인보육시설의 법적지위를 인정하고 올바른 평가가 이루어져야 한다.
셋째, 시설별 지원에서 아동별 지원으로 변화함에 따라 법인보육시설이 민간보육시설보다 재정수지면에서 불리하므로 인건비 지원을 연 평균 37.7%에서 80%로 상향 조정해야 한다.
넷째, 민간보육시설과의 차별화로 보육법인 정체성을 확보해 주어야 한다.
다섯째, 이를 위한 보육예산을 GDP 대비 2009년 0.386%를 보육선진국과 같이 1%로 확대해야 한다.

다국어 초록 (Multilingual Abstract)

A society has been rapidly changed unlike the time corporation child care and education facilities were established. For the meantime, it is thought corporation child care and education facilities would have been advanced as a better picture than now if they had been respected and subjected to rational evaluation.
However, in line with social change and progress, the child care and education policy has been rapidly changed without regarding them (from support by facilities to that by children). It resulted in downward turn of the labor cost for corporation child care and education facilities from 90% in 1991 to 37.9% in 2007, and crisis of their existence, so this article tries to present the reality and development task for corporation child care and education.
First, public child care and education should be done focusing on public child care and education facilities(state, public, corporation), not on private child care and education.
Second, the legal status of corporation child care and education facilities as social welfare facilities should be recognized and assessed rightly.
Third, ideal public child care and education is the most ideal in state, public facilities, entire children and free universal education the state is held responsible(the government), but the public child care and education in our country is nearly impossible to count on state, public facilities and free child care and education in a realistic view. Rather a plan of public child care and education should be sought by the expansion of a public corporation or a new establishment of retained corporation taking the lead of operating child care and education facilities(commissioning).
For doing so, it is urgent to take a measure to found a new child care and education corporation except for current public corporation(Social welfare corporation).
It is because that private child care and education facilities take on about 80% or more among the entire facilities. So the operation main body of private child care and education facilities should be turned into a retained corporation, which will be necessary for mobilizing private support as well.
Fourth, with change from support by facilities to by children, corporation child care and education facilities are unfavorable in financial accounts than private child care and education ones, so labor cost support should be upgrade from 37.7% to 80% on average annually.
Fifth, child care and education corporation should secure its identity by discrimination with private child care and education facilities.
Sixth, child care and education budget for that should be expanded to 1% from 0.386% in 2009 to GNP as child care and education advanced countries.
